Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitations; a proposal is being requested and a written solicitation will not be issued. Purchase Request number is F73CPM22681100 as a Request for Quote using Simplified Acquisition Procedures under the test program for certain commercial items found at FAR Subpart 13.5. The solicitation document and incorporate provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-09. It is the contractor?s responsibility to be familiar with applicable clauses and provisions. This acquisition is 100% set-aside for small business. If no small businesses respond in the time allotted the requirement will automatically be considered unrestricted The North American Industrial Classification System Code is 61143 with a small business size standard of $5.0 Mil. The contractor shall provide a Supervisory Course Curriculum for Air University in accordance with the SOW included herein. The USAF Supervisor?s Course is primarily designed to provide first-level supervisors, regardless of organizational component, with leadership and management skills required in supervisory positions. The Air Force Human Resource Management School (AFHRMS) last reviewed the course in 1998. In early 2002, AF/DPDE, now AF/DPLEC (Civilian Education and Training) tasked AFHRMS for a complete review and recommendation. AFHRMS accomplished the review and sent the review recommendations to Air Staff through AU and HQ AETC. After their review, AF/DPLEC re-tasked AFHRMS to have the entire course re-written with the express purpose to make the course more action-based, involving role-playing. AFHRMS countered with a ?Concept Paper? that provided course objectives, course content, and methodology. AF/DPLEC approved the ?Concept Paper? and asked AFHRMS to identify a contractor to develop the course. Additionally, AF/DPLEC provided FY02 course development funding. The contractor will completely re-write and develop the USAF Supervisor?s course IAW the Air Staff-approved attached ?Concept Paper.? The contractor will comply with Air University requirements for Instructor-led courses. The following clauses and provisions are incorporated either by reference or full text and are to remain in full force in any resultant purchase order; FAR 52.212-1, Instructions to Offerors, Commercial Item (Oct 2000) applies to this acquisition. Submit signed and dated proposals on company letterhead. The Government will make an award to the lowest priced, responsible, contractor whose proposal conforms to the solicitation. The contractor must be registered in the Central Contractor Registration database. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Jul 2002) and DFARS 252.212-7000, Offeror Representations and Certifications/Commercial Items (Nov 1995) with the proposal. Clauses and provisions may be accessed via the internet, http://farsite.hill.af.mil. The clause at FAR 52.212-4 (Feb 2002), Contract Terms and Conditions-Commercial Items is incorporated into this RFP; 52.219-6, Notice of Total Small Business Set-Aside and 52.219-6 Alternate I, Notice of Small Business Set-Aside (Jul 1996). FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (May 2002) is applicable. Review Literature & Material (1) Evaluate current sources of material provided by AFHRMS (2) Select ?best practices? for competency areas to be covered (3) Interview six civilian and six military USAF supervisors identified by AFHRMS to collect information on typical problems and supervisory issues they face on a daily basis (4) Integrate and apply leading-edge principles to USAF situations b. Develop Modules (1) Identify Learning Objectives (2) Create self-assessment instruments (3) Write textual material (4) Illustrate text with relevant examples (5) Design appropriate experiential exercises, including cases, role-plays, and group activities. Develop instruments to assess student competency and knowledge (end of module and end of course) c. Develop Student Resources: Compile student workbook to include self-assessments, topical material and experiential exercises d. Develop Instructor?s Manual (1) Compile course syllabus (2) Construct lesson plans for each module (3) Provide guidelines on creating an experiential learning environment (4) Develop: Module Abstracts; Suggested approaches to experiential exercises and cases; Additional discussion questions and suggested answers; Scoring key for end of module and end of course evaluations (5) Create PowerPoint presentation slides (6) Other recommended materials such as internet resources and training videos. 2. Pilot Testing: Contractor will conduct a full pilot test of the program, with actual supervisors and/or potential trainers (40 hours + preparation). Additionally, adapt course structure and material based on feedback from pilot participants. Period of Performance: The period of performance (development and pilot testing) is 90 days from the date contract is awarded. Deliverables: All work (development and pilot testing) is delivered in a complete and ready to use form (turn key). Miscellaneous Requirements: All material gathered and or developed in the performance of the tasks listed in the contract shall be the property of the Air Force Human Resource Management School (AFHRMS) and shall not be used or distributed by the contractor without the specific AFHRMS approval. The AFHRMS will hold the rights to copy, modify, or use the material for purpose of conducting the USAF Supervisor Course. CONCEPT PAPER FOLLOWS: Purpose: The course is designed to provide first-level supervisors, regardless of Organizational component, with leadership and management skills required in supervisory positions. A variety of teaching methodologies will be used to facilitate learning. Ultimately, the course will serve as the initial step toward preparing attendees to be effective Air Force leaders. Course Objectives: Planning Related Skills; Provide an understanding organizational structure and the related role of the USAF supervisor. Clarify roles and tasks of the supervisor as a follower, a leader and a conduit between employees and higher-level superiors, Human Related Skills; Develop and sharpen skills for effectively supervising people and creating high performance teams, Technical Job Skills: Provide tools on how to improve the work environment, optimize resources, institute effective work processes, and prepare related correspondences and reports. Course Content: Leadership effectiveness; Clarifying Loyalty and Responsibility to Organization, Superiors, and Subordinates; Connecting job and work entity to Air Force Mission; Understanding how Air Force Core Values Apply to Mission Accomplishment; Identifying and Clarifying Leadership Styles; Understanding and Avoiding Power Dynamics; Understanding Operation Risk Management; Identifying and Categorizing Resources; Understanding Effective Time Management; Understanding Effective Stress Management; Managing One?s Career; Identifying Self Improvement Approaches; Understanding and Applying Effective Communication Techniques. Handling People Problems: Understanding Your Conflict Management Style; Identifying and Managing Underlying Conflict. Managing Human Resources: Responsibility to Appraise/Evaluate Employee Performance; Preparation for Appraising/Performance Reporting; Understanding the Military and Civilian Appraisal Purpose/Concept; Building Effective/Productive Team; Identify and Clarify Barriers to High Performance; Understanding Concept of Workforce Diversity; Counseling and Giving Constructive Feedback; Providing Coaching and Mentoring. Managing Performance: Clarifying Roles and Tasks; Identifying Causes of Performance Problems. Methodology: The course will be delivered employing several traditional classroom methodologies; Lecture, Case Studies, Group Analysis of Cases, Panels, Role and Real Play Around Current, Relevant Scenarios, Self Assessments, Practical Exercises, Application Planning. Computer Based Instruction (CBI) employing interactive authoring ware will be considered as an alternative method of delivery.
