Description
NASA Glenn Research Center (GRC) in Cleveland, Ohio will be soliciting firm-fixed proposals for the operation, repair, and maintenance of institutional facilities at this aeronautics and space research center. This procurement is a total small business set-aside. See Note 1. The NAICS code for the FORM contract is 561210, with a small business size standard of $23 million a year. The proposed contract will have a maximum period of 10 years, including a 2-year base period and three additional option periods of 1-year each. The contract will also have an "Award Term" feature under which five additional 1-year periods could be earned based on quality of performance. Scheduled requirements under FORM will include operation of heating plants, operation of cooling towers and chillers, roads and ground services, and the performance of scheduled preventative maintenance (PM) and predictive testing and inspection (PT&I). The majority of the effort will be the PM and PT&I activities, which will cover the following systems: life safety systems (including fire detection, alarm, and extinguishing equipment); high- and low-voltage electric power distribution systems; personnel and material handling systems (including cranes and elevators); heating plants; HVAC, Chilled Water, and Energy Management Control Systems; and Utility Distribution Systems (including water, sewage, air, and gas piping systems). Unscheduled requirements under FORM will include responding to routine and emergency service calls for all of the above systems, as well as for general repair of dozens of buildings and structures; excavation, and shoring necessary to service systems covered under this contract; and remediation of hazardous waste spilled or generated as a result of other work performed under this contract. All of the above requirements will be contracted for on a firm-fixed-price basis. Additionally, FORM will include specified labor and burden rates for pricing of fixed-price delivery orders to perform system modifications, minor improvements, replacement of obsolete equipment, and unscheduled maintenance or repair beyond the scope of a routine service call. FORM will have an effective start date of around May 12, 2003 and replace current contract NAS3-98030, entitiled "Institutional Facilities Operations, Repair, and Maintenance (IFORM)." The incumbent contractor is Call Henry, Inc. of Cocoa, Florida. An industry briefing, including visits to typical work sites, will be conducted on October 11, 2002. A separate announcement of this event will be posted on Tuesday, October 1, 2002. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The anticipated release date of the RFP is on or about 10/28/02 with an anticipated proposal due date of on or about 12/16/02. All qualified responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
