- Additional Description: The Fleet and Industrial Supply Center, Norfolk Detachment ? Washington D.C. intends to award a sole source contract to the Pips Technology, Inc 11728 Kingston Pike, Knoxville, TN 37933-2117, on behalf of the Naval Criminal Investigative Services. The contact will be for the Procurement of three license plate reading system. Pips Technology, Inc is the manufacturer and distributor for this types of license plate reading system.. Based on market research there are no other vendors capable of building this of license plate reading system. to the specification. This requirement is the Pierpint LPR is "off the self" portable. Market research reveals other LPR systems would require modification to meet the needs of the NCIS mission. Pierpint LPR uses a non-visible infrared illuminator to provide the required light source to capture the image. This requirement is for the Naval Criminal Investigative Services in Washington DC and will be issued following procedures defined in FAR 13. The dollor amount of this procurement is less than $60K. Due to the urgent nature of this requirement the contract shall be awarded within five days of this announcement.
