Description

NA ACA, White Sands Missile Range intends to award a sole-source contract to M&E Engineering, Inc., for the preparation of a feasibility study for self-generation at five (5) separate substations on White Sands Missile Range. M&E was the selected subcontract or to perform this work under a GSA Areawide Utility contract, as an energy savings initiative. The utility is closing its energy saving initiative operations, and it is honoring its previous commitments, but it will not accept the planned work. The requ irement still exists, but there is not enough time to obtain competition. M&E is now in a superior position to any one who would now compete against them, for a study that is less than $35,000. It is the Contracting Officer's judgement to complete the aw ard to M&E on a sole source basis under the authority of the default clause in the areawide contract. Any contract that may result from this study will not be restricted to M&E. Note 22.
