This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. Solicitation F15CV1226610 is issued as a Request for Quote (RFQ). Written documentation will not be issued for this quote. This will be awarded as a firm-fixed price contract utilizing the Commercial Item format outlined in FAR Part 12. This solicitation document and incorporated provisions and clauses are those that are in effect through Federal Acquisition Circular 2001-09. Davis Monthan Air Force Base intends to procure three test cell and vibration systems (Subject to Availability of Funds) on a Sole Source purchase order to Mfg: Mechanical Technology Inc. Due to the unique nature of the acquisition, the Government intends to solicit and negotiate with only one source under the authority of Far 6.302-1. The provision at FAR 52.212-1, Instructions to Offerors Commercial applies to this acquistion. Offerors must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items, and 525.212-7000, Offeror Representations and Certifications Commercial Items. Clause 52.212-4, Contract Terms and Conditions Commercial Items is hereby incorporated be reference. Clause 52.212-5 Contract Terms and Conditions Required to implement Statutes or Executive Orders Commercial Items is hereby incorporated. As prescribed in 32.705-1(a), Clause 52.232-18 is hereby incorporated, Availability of Funds (Apr 1984) Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. Interested persons may identify their interest and capability to respond and submit proposals. Contractors must be registered in the Centralized Contractor Registration in order to receive a contract award from any DOD activity. Contractors may access the CCR and register at http://www.ccr2000.com. FAR Clause 52.232-33 and DFARS Clause 252.204-7004 are applicable to this procurement.
