PLACE OF PERFORMANCE: La Paz, Bolivia 8. JOB DESCRIPTION: See below STATEMENT OF WORK I. BACKGROUND A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: Under the Administration of Justice Program, the Department of State, Bureau for International Narcotics and Law Enforcement (INL), funds programs to enhance general police management and investigative and forensic capabilities in Bolivia. In response to a specific request from the Government of Bolivia National Police, and in collaboration with ongoing efforts of both the Bureau for Narcotics and Law Enforcement (INL) and the U.S. Agency for International Development (USAID), the U.S. Embassy intends to contract for the services of a law enforcement adviser to assist the Bolivian National Police (BNP) implement recommendations for management reform developed by the Government of Bolivia and coordinate basic and advance training programs for the narcotics police, Fuerza Especial de Lucha Contra el Narcotrafico (FELCN). The law enforcement development advisor will coordinate activities with other international donors to the GOB. II. Scope of Work: As Law Enforcement Development Adviser, the contractor will have the following responsibilities: (A) Provide technical assistance to the BNP Police Commander on implementation of the Police Organic Law recommendations so as to be consistent with the GOB Code of Criminal Procedures and Rule of Law. (B) Provide advice and assistance to the GOB & BNP in modernizing police management, integrating community policing and improved police-community relations policies into the GOB?s administration of justice plan, closely coordinating with the USAID Democracy and Governance Program. (C) Provide advice and assistance to the BNP Police Commander to establish a donor coordination system led by the GOB to provide oversight and rationality to assistance efforts. (D) Conduct analyses of the Bolivian National Police (BNP) and, in consultation with the NAS Director and Country Team, other donors and the Police Commander, develop training and technical assistance strategies for the GOB to institutionalize police reforms. (E) Provide, as appropriate, advice and assistance to the BNP in improving police administration and resource management. (F) Provide, as appropriate, advice and assistance to the BNP in strengthening internal discipline procedures. (G) Provide, as appropriate, advice and assistance to the BNP in modernizing investigative and forensic functions, including policies and procedures. (H) Attend Embassy law enforcement meetings as directed by the Director, Narcotics Affairs Section (NAS), brief the Chief of Mission, DCM and other appropriate Country Team members and report on major issues, as directed by the NAS Director. (I) Attend donor law enforcement meetings, conferences and seminars as directed by the NAS Director. (J) Brief State Department, Congressional and other visiting officials on the status of police reform, police-community relations, violent crime reduction and other rule of law efforts. (K) Establish and prepare adequate specialized training for BNP on matters related to the Narcotics Control in Bolivia for the special groups working for NAS supported projects. (L) Provide assistance and advice to NAS Director on procedures and strategies for improving the BNP personnel to meet counter-narcotics goals. (M) Receive and analyze reports of BNP forces working for NAS supported projects and advice the NAS Director on policies to follow to increase productivity of BNP personnel. III. Desired Qualifications: United States citizen, eligible for a State Department security clearance. Bachelor Degree from an accredited institution or equivalent (i.e., Associate Degree with ten years related experience, or twenty years related experience in law enforcement or public administration). Demonstrated relevant work experience, particularly in the areas of law enforcement management and training, community policing and problem-solving methodologies, or law enforcement investigations. Minimum 20 years experience is required. Demonstrated communications and liaison skills appropriate for work with a wide variety of both public and private sector representatives, including community groups. Demonstrated experience in managing program resources, including project analysis, design, implementation, and evaluation. Typing and basic computer skills needed to use information technology and management systems. Prepared and physically qualified to live in La Paz, Bolivia and to travel. IV. Selection Criteria: Applicants who meet the qualification requirements will be further evaluated to determine the extent to which their qualifications indicate that they possess the knowledge, skills, abilities and other characteristics described below: A. Offeror?s relevant experience in planning and developing law enforcement/community policing strategies and programs and ability to coordinate with host country civilian and police officials and donor community. Offeror's with specific experience working with Bolivian police and legal systems will be given five points. (20-25 points x ____ = ____) B. Offeror?s knowledge of program management policies, concepts, practices and principles in order to analyze and develop recommendations for program implementation and objectives of the USG. Past performance evaluation of applicant?s ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. (25 points x ____ = ____) V. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. VI.
