Description
NASA/KSC plans to issue a Request for Offer (RFO) for 5 Shuttle Bus 2 Channel LDB/GDB VME Cards (Part No: 1U10950G01). These items will be used to prove and certify a network infrastructure required to integrate with GSE subsystem and architectures. This architecture is based on redundant media down to the end item, and a multi-protocol gateway chassis system.=20= =20 This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/KSC intends to purchase the items from Western Avionics. The authority for other than full and open competition is 10 U.S.C. 2304=A9(1) as implemented by FAR 6.302-1, Only one responsible sourc= e, and no other supplies will satisfy agency requirements. Western Avionics is the LDB/GDB/VME original equipment manufacturer (OEM), and has proprietary right to manufacturer the parts. The impact of substitution would compromise compatibility and create an excessive burden on cost and schedule. The government intends to acquire a commercial item using FAR Part 12. Interested firms having the capabilities necessary to meet or exceed the stated requirements are requested to submit in writing to the identified point of contact, the appropriate documentation, literature, brochures, and references. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the time stated below, with or without the required information, will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government. This synopsis is for planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. All responses shall be submitted to Laura Molnar no later than 2:00 p.m. local time on October 3, 2002. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer for all or none, which shall be considered by the agency.
