Description
The Naval Air Systems Command intends to procure on a sole source basis from Logic, SpA, Milan, Italy, a quantity of two (2) Engine Control System (ECS) Test Sets. Logic is the original designer and manufacturer of the ECCB and ECCA currently flying on the H46 aircraft, therefore they own the proprietary data for these components. In addition, they are the only qualified source for the ECCB and ECCA which are flight critical components. The Test Sets will be used to perform Acceptance Test Procedure of the Engine Condition Control Box (Logic Part Number BCL 20-5), Engine Condition Control Assembly (Logic Part Number MCH30-3), and to perform a functional test of the Engine Condition Actuator and Linear Variable Differential Transducer. The required delivery date is June 2003. The authority to permit other than full and open competition is FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Logic SpA is the designer and manufacturer of the ECS components and is the only source with the requisite technical knowledge, experience and tooling to design and produce the test set within the limited time constraints of the Navy.
