NA NAICS 611710 EXECUTIVE LEADERSHIP DEVELOPMENT PROGRAM. SOL DACW87-02-Q-0013 DUE 09/27/02. POC Contract Specialist. Di Pendergrast, (256) 895-1367 (Site Code DACW87). The U.S. Army Corps of Engineers, Engineering and Support Center, Huntsville, Alabama (USAESCH), inte nds to award a contract with a Historically Black College or University (HBCU) within a 30-mile radius of The Huntsville Center for the development and execution of a senior/executive level leadership development course. Development and execution includes (1) Collaborative development efforts between the awardee and the U.S. Army Engineering and Support Center, Huntsville; (2) Provision of local (less than 30 miles) campus-based instruction and; (3) Periodically evaluate student progress and the progra m and provide reports to Huntsville Center. The contractor shall plan, organize and develop a training plan for a Senior/Executive Level Leadership Development Course to be submitted to the Huntsville Center for approval. Upon approval of this plan, the Contractor shall survey the Executive Leadership of USAESCH, analyze the results, and provide a proposed plan of instruction for leadership training. This shall be an instructional course with 8-10 classroom instructions and teamwork experiences with each class comprised of 18-20 executive participants selected from various departments of the Huntsville Center. A series of campus-based, classroom-structured learning courses at the graduate level will be developed for one day (8 hour) presentation and will include the theory and practice of Senior/Executive Level Leadership, development of a common vision for the Corps, provide forums for leaders to exchange ideas, foster group dynamics, demonstrate teamwork, and develop change agents. The training will pr ovide an understanding of the basis, purpose, and use of the 16 Corps competencies: Vision, Focus, Strategic Thinking, Concept, Achiever, Competition, Ego Drive, Activator, Stimulator, Developer, Team, Responsibility/Ethics, Multi-Relator, Arranger, Perfo rmance Orientation, and Discipline. This should include time slots for presentations and/or discussions of vision and leadership concepts by senior Corps of Engineers officials. The contractor shall incorporate small group theory, group dynamics and coll aborative teamwork. The contractor shall initiate and close the program as with two off-site (one or two day (8 hour)) retreats. The location of these activities shall be selected by the Contractor and approved by the Huntsville Center. An initial retre at will focus on self-analysis and insight including the use of self-development tools such as Myers-Briggs Type Indicator. The closing retreat is for reflection, continuing consultation, graduation, and celebration. The period of performance is 15 month s from the date of award. All responsible sources that satisfy the requirement may respond to this synopsis/solicitation and all such responses will be considered by the agency. The Standard Industrial Code applicable to this synopsis, and all such respo nses will be considered by the agency. The Standard Industrial Code applicable to this acquisition is 8299.
