Description
NA The Solicitation incorporates the requirement for the successful contractor to own, operate, maintain, repair, future upgrades, and future utility system replacements for the existing exterior natural gas distribution system (utility system) located at McA lester Army Ammunition Plant (McAAP or the Installation), Oklahoma. The successful offeror will be required to purchase the existing utility system from the Government and may be required to provide expansions to the utility system to meet future Governme nt requirements. The resulting contract if awarded, will require the successful offeror to furnish all facilities, labor, material, tools and equipment necessary to own operate and maintain the utility system. The successful offeror will manage the maint enance, repair(s) replacement, etc. of the utility system to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The successful offeror shall be responsible for funding all capital investme nt required to acquire, maintain and operate the utility system in a safe, reliable condition and to meet the requirements listed in the solicitation. The successful offeror?s proposals and plans may become part of the contract upon the decision to award. Past Performance information from potential offerors shall be submitted as directed in the RFP. No offeror will be denied the opportunity to submit a proposal in response to the RFP. McAAP is part of the U.S. Army Operations Support Command (OSC) and is located 90 miles south of Tulsa, Oklahoma and 160 miles northeast of Dallas, Texas. The Installation is situated on approximately 44,800 acres located in Pittsburg County, Oklahoma, located in the southeastern quarter of the state. The utility system is currently owned by the U.S. Army, and is operated and maintained by civilian government personnel. The McAAP natural gas distribution system includes approximately 126,700 linear feet of pipe (ranging in size from ?-inch to 6iinch in diameter), approxima tely 81 valves, approximately 7 regulators and roughly 155 service connections. The solicitation does not include the purchase of the natural gas supply that will be distributed throughout the Installation. This solicitation is to be awarded as a Fixed P rice ? Price Redetermination ? Prospective Utility Services Contract (in accordance with FAR 52.216-5). The solicitation will be issued September 30, 2002.
