Description

NA The Directorate of Contracting Tobyhanna Army Depot, Tobyhanna, PA 18466 intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b), 10 U.S.C. 2304(c)(1), and FAR 6.302-1, Only One Responsible Source, with Agilent Technologies, Inc. of Engelwood, CO, for the purchase of the 2 each 3170 Outsource Pay Per Use Test System. Each system will have the following components: 1 each E9910B3170 Pay Per Use system with flat screen display on swing arm, error message printer, and keyboard holder, contains all necessary interconnects, cabling, and cooling system, also includes ten knowledge transfer credits and one 50K test credit button; 1 each E11 35C/3PY 208 volt 3 phase Wye with neutral power option for system; 1 each E9929B System controller package consisting of X-2100 PC with all networking, storage, and interface requirements for system environment, one system software license for testhead, an d three additional licenses for development on off line PC's. 14 each E4039B Hybrid double density pay per use pin cards; 2 each E9963A Hybrid double density 32 Channel pay per use pin cards; 2 each E9919B/317 Module activation includes Control XTP card, ASRU card, and 6624A quad DUT power supply; 5 each E9952A Additional 50K test credit button; 1 each E4033B Pin verification fixture and Standard software for Outsource PPU Systems: Windows 2000 Operating System; Board consultant; Test consultant; IPG prog ram generator; Automatic 6-wire analog incircuit test generation; Automatic digital test generation; Safeguard Incircuit analysis Automatic multi-level digital disable Automatic global digital disable Incircuit boundary scan; Timing sets; Device libraries; Fixture consultant; Short-wire fixturing software; Dual well fixture support; Automatic analog debug; Pushbutton debug; Board test grader software; Panel test software; Throughput multiplier software; TestJet Technology,Connect Check software; Polarity C heck software; Dynamic Test Access Suite( Magic test, Interconnect Boundary Scan, Drive Through Test); Automated Silicon Nails software ISP Suite(Flash and PLD programming software); System confirmation and diagnostic software CAMCAD Professional software and DFT software. On-site start-up and training. Sole source determination is because Agilent Technologies, Inc., is the sole manufacturer of the equipment and proprietary software suite which must be compatible with on-hand test program sets developed usi ng Government-owned HP 3070 test equipment. Delivery shall be FOB Destination, Tobyhanna Army Depot, PA 18466 and is requested within 60 days after award. The North American Industry Classification System (NAICS) code for this acquisition is 334515, and th e size standard is 500 employees. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competit ive proposals, however, information regarding contractor capability to perform this requirement received by October 8, 2002 will be considered by the Government; use identification number DAAB17-02-R-0006 in any response provided. A determination by the G overnment not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive p rocurement.
