- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only synopsis. A quotation is being requested and a written solicitation will not be issued. Purchase Request number F13ADR22121200 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09, Defense Acquisition Circular 91-13 and Defense Federal Acquisition Regulation (DFAR) Change Notice 20020730. This acquisition is 100% set aside for Small Business concerns, and is under the North American Industry Classification System (NAICS) code 339932 which has a small business size standard of 500 employees. This is a "brand name or equal" acquisition for Estes Alpha Model Rockets. If an Offeror proposes other than a brand name, the "or equal" must be approved by the requiring activity. The following items are being solicited: Line Item 0001,421 boxes Alpha model rockets (24 to a box), Part Number: est 1225, length: 12.3 inches, diameter: 0.98 inches, weight: 0.8 ounces, recovery: 12 inch parachute, fins: die cut balsa, max. altitude: 1,000 feet and Line Item 0002, 421 boxes of Alpha engines (24 to a box) to go with the model rockes, engine: A8-3. If an or "equal" is proposed, the offeror must include the following specification with his or her bid: part number, length, diameter, weight, recovery, fins, max altitude and engine size. Delivery will be made to over 400 different high schools. Delivery schedule will be provided upon request (see POC?s e-mail address below). Please provide a delivery date with your proposal for each item being solicited. Partial shipments and partial payments are not authorized. The government will make an award to the lowest priced, responsible contractor whose quote is in the best interest of the government. Evaluation elements will consist of price, product type and delivery. The government reserves the right to evaluate the product type and delivery capability and make a best value decision. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations-Commercial Items (Jul 2002) with its Alternate 1 and DFARS 252.225-7000, Buy American Act--Balance of Payments Program Certificate (Sep 1999). All clauses and provisions may be accessed via Internet at: http://farsite.hill.af.mil. The Contractor agrees to comply with the following clauses and provisions, which are incorporated in this solicitation by reference, to implement provisions of law or executive orders applicable to acquisitions of commercial items. The clauses at Federal Acquisition Regulation (FAR) 52.219-6, Notice of Total Small Business Set-Aside (Jul 1996), 52.212-4, Contract Terms and Conditions, 52.223-3, Hazardous Material Identification and Material Safety Data (Jan 1997), Commercial Items (Feb 2002) and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (May 2002) are applicable as well as the following FAR clauses under 52.212-5 paragraph (b): 52.222.21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and other Eligible Veterans; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.222-19, Child Labor-Cooperation with Authorities and Remedies; 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration 252.225-7001, Buy American Act and Balance of Payments Program (Mar 1998). Defense Federal Acquisition Regulation (DFAR) clause 252.204-7004, Required Central Contractor Registration (Nov 2001), 252.223-7001, Hazard Warning Labels (Dec 1991) and 252.223-7002, Safety Precautions for Ammunition and Explosives are also applicable to this acquisition. The provision 52.212-1, Instructions to Offerors-Commercial Items, (Oct 2000) is being incorporated by reference and its paragraph (b) is being amended as follows: Submit signed and dated offer on company letterhead to 42 CONS/LGCB, 50 LeMay Plaza South, Maxwell AFB, AL at or before 4:00 P.M., Central Daylight Savings Time, 26 SEP 2002. Quotations may be faxed or emailed to the POC listed below. A Firm-Fixed Price purchase order will be issued in writing. No telephone responses will be processed.
