Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Solicitation No. DTRS57-02-Q-80206 is issued as a Request for Quote (RFQ). This solicitation is being conducted under Simplified Acquisition Procedures (SAP), FAR Part 13.5. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 01-08. Small business firms classified under NAICS code 235990 and having a size standard of $12.0 million that are interested in submitting a quote on this requirement must respond no later then September 27, 2002. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Government intends to award a firm Fixed-Price purchase order. The Volpe national Transportation Systems Center (Volpe Center) has a requirement to provide labor and materials to change all filters in the Volpe Center on a yearly basis; dust-lock bag filters will be changed twice. Pre-filters on all major air-handlers will be changed four times. Both bag filters and pre-filters will be provided with antibacterial agent, a high efficiency pleated (15 per filter) will be provided. Approximately 1600 induction unit filters will be provided and frequency of change will be twice per year. These filters will also have Sporax and antibacterial agent. The induction units are located on all floors of Building 1, 3, and 4 on the pe rimeter of the buildings. Time required moving furniture and other articles from on top and in front of the induction units will also be a factor on the number of labor hours required to change induction unit filters. All old filters and related debris will be removed and disposed of by the contractor. The following is a description of work to be performed regarding the first induction change: Equipment serviced will include approximately 720 induction units located in three buildings at the Volpe Center. Contractor shall provide labor and materials to clean induction unit coils and plenums. Room air inlet and discharge shall be thoroughly cleansed and all dirt and debris removed. Heating and cooling coils shall be cleaned with an environmentally safe coil cleaner and rinsed with wa ter, inside of induction coil plenum to be vacuumed out. All furniture and articles in front of induction units will be moved and then returned to its original location by the contractor. Clean up of work areas shall be left clean and neat after completion of job. Drip pans will be aqua vacuumed by the contractor. Contractor will be required to report to watch supervisor in building 5 upon arrival and departure to be logged in and out. The following is a list and description of the types of filters to be provided by the contractor: Dust lock bag filters, 147 bags 24x24x15 times two changes per year for a total of 294 filter bags. Dust lock bag filters, 9 bags 12x12x15 times two changes per year for a total of 18 bag filters. Pre-filters, 166, 24x24x2 times four changes per year for a total of 664 pre-filters. Pre-filters, 48, 20x25x2 times four changes per year for a total of 192 pre-filters. Pre-filters, 12, 16x20x2 times four changes per year for a total of 48 pre-filters. Filters, 4, 11x13x1 times four changes per year for a total of 16 filters. Pre-filters, 14, 16x25x2 times four times per year for a total of 56 pre-filters. Pre-filters, 13, 12x24x2 times four changes per year for a total of 52 pre-filters. Pre-filters, 2, 20x24x2 times four changes per year for a total of 8 pre-filters. Filters, 2, 20x24x4 times four changes a year for a total of 8 filters. Filters, 6, 16x20x1 times four changes a year for a total of 24 filters. Filters, 4, 18x24x4 times four changes a year for a total of 16 filters. Filters, 4, 24x24x4, times four changes a year for a total of 16 filters. Filters, 3, 16x25x4, times four changes a year for a total of 12 filters. Induction unit filters required from the contractor will include: 92 filters, 9.5 x 33 x .5, to be changed twice a year for a total of 184 filters. 23 poly T/A filters, 9.5 x 53 x .5, to be changed twice a year for a total of 46 filters. 441 poly T/A filters, 9.5 x 38 x .5, to be changed twice a year, for a total of 882 filters. 43 poly T/Z filters, 10.5 x 36x .5, to be changed twice a year for a total of 86 filters. 98 poly T/Z filters, 9.5 x 30 x .5, to be changed twice a year for a total of 196 filters. Proposals shall include the following information in a written quotation: 1) lump sum price for the requirement listed above. 2) Tax ID number or social security number; and 4) DUNS No. The provision at 52.212-1, Instruction to Offers ? Commercial, is hereby incorporated by reference. All Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications ? Commercial Items, with their offer. The clause at 52.212-4, Contract Terms and Conditions ? Commercial Items, is incorporated by reference.
