Description
THIS IS A MODIFICATION TO THE INITIAL NOTICE POSTED TO THE FBO ON SEPTEMBER 11, 2002. BY ISSUE OF THIS MODIFICATION, THIS PROCUREMENT IS ADVERTISED AS A TOTAL HUBZONE SMALL BUSINESS SET-ASIDE. PRESOLICITATION NOTICES ARE BEING SENT TO FIRMS ON THIS AGENCY'S MAILING LIST CONCURRENTLY WITH THE PUBLICATION OF THIS SYNOPSIS. OFFERS ARE SOLICITED ONLY FROM HUBZONE SMALL BUSINESS CONCERNS. OFFERS RECEIVED FROM CONCERNS THAT ARE NOT HUBZONE SMALL BUSINESSES WILL BE REJECTED. PROJECT DETAILS: Advertisement is tentatively scheduled for October 10, 2002. This project consists of asphalt surfacing on 0.725 kilometers of roadway for the Aztec Ruins National Monument, Ruins Road, PRA AZRU 10(1), in San Juan County, New Mexico. The estimated price range is between $400,000 and $800,000. Principal work items include: 1,470 m3 roadway excavation; 7,560 m3 unclassified borrow; 5,960 metric tons select borrow; 4,420 metric tons roadway aggregate method 2; 2,450 metric tons minor hot asphalt concrete; 45 m pipe culvert; 175 m Portland cement concrete curb and gutter; 130 m2 Portland cement concrete sidewalk; 3 each wheelchair ramps; heavy equipment operators; along with associated seeding, mulching, signing, pavement markings, signal lighting and traffic control. The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
