Description

This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NHLBI-PS-2002-162, and is issued as a request for proposal (RFP). The solicitation/contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 2001-08. There are no set aside restrictions for this acquisition. The North American Industry Classification System (NAICS) Code is 332999, size standard is 500 employee. It is the intent of the National Heart, Lung, and Blood Institute to purchase a Geodesic Primadome? a modular, structurally strong species specific outdoor housing enclosure for four (4) non-human primates, at or greater than 35kg. The housing unit will consist of two (2) HVAC controlled cages located within a single block building with approximately 300 square feet per cage with each cage being attached to a large 900 square foot diameter Geodesic Primadome? with a height of 23 feet. The basic Geodesic Primadome? consists of 75 panels, which are constructed of 3 inch by 3 inch x 3/16 inch angle iron and 6 gauge 2 inch by 2 inch wire. The panels are hot dipped galvanized and shipped to the site for erection. The Geodesic Primadome? are to be erected on a concrete flooring at the delivery point. The place of delivery and acceptance is the New Iberia Research Center, University of Louisiana at Lafayette, 4401 West Admiral Doyle Drive, New Iberia, Louisiana 70560, and the desired F.O.B. Point is Origin. The Government's desired delivery schedule is thirty (30) days after contract award. The provisions of FAR Clause 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The provisions of FAR Clause 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. Award will be made to the lowest priced, technically acceptable offeror meeting the Government's specifications. The Offeror must submit a price quote for all cost associated with the construction of Geodesic Primadome? including parts, materials, labor, and installation. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The Offeror must provide descriptive literature inclusive of specifications as part of the proposal. The FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition and the FAR clauses cited are applicable to this acquisition.
