Description
NASA/DFRC plans to issue a Request for Quotation (RFQ) for Master Study using the approved prototype concept sketch developed under previous Contract, the artist will paint a 24" X 72" Master Study. This detailed, finished painting will be used to establish the final artistic elements and treatment for the large painting envisioned in the final phase of this effort. Based upon final acceptance of the Master Study, the Government will grant permission to execute a large painting described in Line Item Two of this task. Line Item One: Master Study The 24" X 72" Master Study Painting will be delivered to NASA Dryden Flight Research Center for final approval and documentation. Reproduction rights for official government use of the Master Study painting will be the property of the U.S. Government and coordinated through NASA Dryden Flight Research Center. The Master Study painting will be delivered to NASA Dryden. The artist will make an oral presentation at NASA Dryden in support of the review and approval of this work. When final approval and documentation work is complete the Master Study painting will be returned and remain the property of the artist. The artist will assert copyright protection for this work.= =20 The artist will pay shipping expenses and insurance for this work both to and from NASA Dryden. Once the Master Study is approved and accepted, the artist will deliver three framed, high quality, fine art reproductions of the Master Study to NASA Dryden, which will remain the property of the U.S. Government. Delivery of the Master Study is required on or before November 29, 2002. Delivery of the fine art reproductions is required on or before January 31, 2003 Line Item Two: Centennial Painting Once permission is given, and using the approved detailed treatment developed in the 24" x 72" Master Study painting underline Item One, the artist will execute a large oil painting measuring 6' x 18'. This finished painting will be used to visually communicate historically significant aspects of the centennial of powered flight 1903-2003. The large painting will be delivered to NASA Dryden Flight Research Center. Upon acceptance, the painting will become the property of the U.S. Government. Reproduction rights for official government use of the large painting will be the property of the U.S. Government and coordinated through NASA Dryden Flight Research Center. The artist will make an oral presentation at NASA Dryden in support of the review and approval of this painting. The artist will assert copyright protection for this work. The artist will pay shipping expenses and insurance for this work to NASA Dryden. Delivery is required on or before April 30, 2003 This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/DFRC intends to purchase the items from= =20 McCall Studios, Inc. under the authority of 10 U.S.C. 2304(c)(1). Dr McCall is considered a predominant expert in the field of aerospace art. The Government intends to acquire a commercial item using FAR Part 12. See note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 25. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
