Description

The 89th Contracting Squadron, Andrews Air Force Base intends to negotiate a sole source contract with Ex-Cel Solutions Inc., 14618 Grover Street, Omaha, NE 68144-5451 for the maintenance of AIX UNIX operating system for processing of Natinal Law Enforcement Telecommunications Systems (NLETS) used by HQ AFOSI. The software developed by Ex-Cel Solutions Inc. is proprietary in nature. The resulting contract will be a firm fixed price service contract for the period of 1 October 2002 through 30 September 2003. Negotiation being conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1(b)(1). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received by 23 September 2002, no later than 1600 hrs Eastern Standard Time. The Government will not be responsible for any cost incurred in preparation of request for quotation. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal, which will be considered by the agency. The 89th Contracting Squadron intends to award a sole source contract seven (7) business days after publication of this notice.
