Description
THIS MODIFICATIONS IS TO ADDRESS QUESTIONS, IDENTIFY WORK COMPLETION DATE AS 01 NOV 2002 AND CHANGE THE OFFER DUE DATE IN THE TITLE OF THIS SYNOPSIS/SOLICITATION IS CHANGED FROM 23 SEP 2002 TO: 24 SEP 2002, 2 PM (PACIFIC TIME). THE QUESTION: WILL 3/4" X 3/4" MESH NETTING BE CONSIDERED AS A SUBSTITUTE FOR THE SPECIFIED 1/2" MESH NET? ANSWER: YES, 3/4" IS ACCEPTABLE TO US! QUESTION: WHAT IS THE HEIGHT OF THE HANGAR, FLOOR TO CEILING AND FLOOR TORAFTERS? ANSWER: EXACT DISTANCE UNKNOWN... 30FT FLOOR TO RAFTERS??? 40FT FLOOR TO CEILING??? QUESTION: WHAT TYPE OF AIRCRAFT ACTIVITY WILL THERE BE IN THE HANGAR? WILL IT AFFECT WORK HOURS, OR WILL THE HANGAR BE VACANT? ANSWER: NO ACTIVITIES WILL BE TAKING PLACE IN HANGAR UNTIL MID-NOV. UNTIL THEN THE HANGAR WILL USUALLY BE VACANT! QUESTION: WHAT IS THE COMPOSITION OF THE WHITE-FRAMED WALLS THAT SIT ON TOP OF THE MASONRY WALLS, (I.E., STEEL-FRAMED, ETC?)? ANSWER: ALUMINUM FRAMED AND DRY-WALLED QUESTION: THE NET IS TO BE PLACED DIRECTLY BELOW THE RAFTERS, BUT WHAT ABOUT THE PIPING BELOW THE ?I? BEAMS? ANSWER: NET CANNOT INTERFERE WITH FIRE SUPPRESSION SYSTEM IN ANY WAY, OTHER THAN THAT IT IS UP TO THE EXPERTS QUESTION: IS THE NET INSTALLED ON THE CEILING ONLY WITH NO REGARD TO THE ELECTRICAL CABINETS, CONDUIT PIPING ON THE WALL, HYDRAULIC PUMP, THE DOOR OPENER ENCLOSURES, ETC.? ANSWER: YES, NET IS INSTALLED ONLY ON CEILING QUESTION: ARE HILTI POWDER-ACTUATED FASTENER GUNS ALLOWED FOR USE? ANSWER: NO IDEA WHAT A "HILTI POWER-ACTUATED FASTENER GUN" IS??? QUESTION: QUESTION/RECOMMENDATION: SHOULD THERE BE A BREAK (~6 FEET) FROM THE HEATING SYSTEM IN ORDER TO KEEP THE INTEGRITY OF THE NET INTACT? ANSWER: IF A 6-FT BREAK ALLOWS BIRDS TO BUILD NETS ABOVE THE AIRCRAFT THEN THAT IS NOT ACCEPTABLE. THE REQUIRMENT TO SIGN AND PROVIDE ANY AMENDMENTS WITH YOUR OFFERS ALSO APPLIES TO MODIFICATIONS. ALL OTHER REQUIREMENTS REMAIN THE SAME AS WRITTEN HEREAFTER. Non-personnel Services: Contractor to provide all labor, parts, materials, transportation, and facilities necessary to Install Bird Netting, Hangar 285: This is a combined synopsis solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6 as supplement with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. This solicitation (F26600-02-Q-B054) is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) 12 and 13. This solicitation is 100% set aside for Small Business concerns in accordance with FAR Part 19. The Standard Industry Classification (SIC) for this solicitation is 7342 and the North American Industry Classification System (NAICS) is 56171. Based on standard size $5.0 million. The item description is as follows: Non-personnel service contractor to provide to install Bird Netting, in Hangar 285. Contractor shall provide a bird netting sample and specification sheet with quote. See attached Statement of Work (SOW), dated 10 Sep 02. Contractor shall also provide ?Representations and Certifications? See attachment 1. Contractor shall provide Past Performance reference list (Minimum of 3 references required) with quote. Past performance reference list shall include past performance within the past 3 years, point of contact with current telephone number, contract award number, and title and cost of project. Bid items are as follows; CLIN 0001 Non-personal service to provide and install all labor, parts, and materials, transportation, and facilities necessary to install Bird Netting, Hangar 285, Quantity 1 Lot, FOB: 57 LGLMP, 4373 Tyndall Ave Nellis AFB, NV 89191 (Bldg 285). Delivery date is 20 Oct 2002. The entire solicitation including the bid schedule, offerors Representation and Certification, Past Performance Reference List will be released on the Federal Government Electronic Posting System (EPS) site, http://www.eps.gov. Amendments/MODIFICATIONS will be posted on the affected solicitation page EPS site. It is the offeror(s) responsibility to monitor this site for the release of amendments (if any). The following provisions and clauses can be viewed through Internet access at Air Force FAR Site http://farsite.hill.af.mil. The following clauses and/or provisions apply to this solicitation: FAR 52.212-1, Instructions to Offerors ? Commercial, with the following technical description in sufficient detail to evaluate compliance with the requirements of the solicitation (i.e. product literature), the terms of any expressed warranty, price and any discount, and delivery times; FAR 52.212-2 Evaluation- Commercial Items, Award will be made to the responsible, responsive offeror whose offer will result in the best value to the government, technical specifications, price and past performance considered. When compared to price, technical and past performance shall be equally important. The provisions at 52.212-3, Offeror Representation and Certifications-Commercial items, applies for this solicitation. Offeror must include with their proposal a completed copy of the provisions at 52.212-3, which is an attachment to this solicitation. Offerors who fail to complete and submit Offerors Representation and Certification and Past Performance Reference List (minimum of 3 references) may be considered non-responsive. FAR 52-212-4, Contract Terms and Conditions- Commercial Items applies to this solicitation. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders- Commercial Items, applies to this solicitation. A pre-bid/pre-proposal conference will be conducted at Nellis AFB NV on 20 Sept 2002 at 10:00 a.m. pacific time for the purpose of visiting the site and answering questions regarding this solicitation. Contractors shall submit names of all attendees (not to exceed 3) to TSgt D. Williams, 902-652-5405 (Fax) prior to 19 Sept 2002. This information must be provided in advance in order to ensure access to the military base conference site. Offerors are requested to submit questions to the point of contact not later than 20 Sep 2002. Information provided at the conference shall not qualify the terms and conditions of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgement and receipt of solicitation amendments apply.
