Description
The U.S. Immigration and Naturalization Service (USINS), intends to solicit and award a sole source purchase order utilizing FAR Part 13, Simplified Acquisition Procedures to CellularOne, 703 North La Brucherie Rd, El Centro, CA 92243. This requirement is for renewal of monthly wireless services previously provided by CellularOne, and purchase new/replacement phone and accessories as required for the U.S. Border Patrol, El Centro, CA. The basis for this proposed non-competitive action is that there is only one responsible source and no other supplies or services will satisfy the requirements of the agency within this geographic location. The geographic coverage area shall include along the CA/AZ and Mexican Border and must include 45 miles west of Imperial Ave to In-Ko-Pah exit; 65 miles east of Imperial Ave., just east of Yuma, AZ; and 65 miles north of the Mexican border to Salton City, CA. The coverage must be all-inclusive of the majority of the remote areas, including mountains and terrains; and not only along major highways, roadways or within city limits. Airtime is for approximately 160 government owned units. The Government anticipates the award of a firm fixed price purchase order on or around October 1, 2002. The required period of performance is from the effective date of purchase order award (F.O.B. Destination: El Centro, CA) through September 30, 2003. The intent of this solicitation is for information only, and is not a request for competitive quotations; no competitive solicitation will be issued. All information received by the Government by September 24, 2002, will be considered solely for the purpose of determining whether to conduct competitive procurement. Interested organizations may submit information about their capabilities and qualifications to perform in writing to Mike Nepsa by fax at 949-360-3013, no later than 3:00 p.m. pacific time by September 24, 2002.
