Description
The Immigration & Naturalization Service (INS) intends to award on a sole source basis for the commercial items in accordance to FAR Part 12 procedures, as supplemented with additional information included in this notice. This announcement constitutes the only notice; a written solicitation will not be issued. The Immigration & Naturalization Service (INS) intends to contract with Southern Linc Inc., 277 Southfield Parkway, Suite 130, Forest Park, GA 30297 for Radio/Cell Phone/Pager communications services. The hardware is already owned by the INS. The services required are unlimited private and group air-time carrier services for regional coverage for the States of Alabama and Georgia, with future expansion for the States of South Carolina and North Carolina. Provider must have communications service centers in Alabama and Georgia to respond for emergency repairs, must provide 24 hour, 7 day a week coverage customer/technical support. Coverage shall include over 90% communications coverage for the States of Georgia and Alabama, and 50% in South Carolina.. Must be able to communicate with Local, State and Federal Law Enforcement Agencies currently utilizing the 800mhz IDEN radio/communications system. System must have expansion capabilities for cell-phone/pager services, have two-way radio with privacy mode capability, group mode capability, cell telephone interconnect and alphanumeric paging capability. All features must be secure from cloning and scanning of conversations; telephone mode able to operate through the system without roaming charges. Units able to be organized into separate, private talk-groups as well as multiple talk-groups not limited to geographical boundaries; and to cover over 90% of Georgia and Alabama counties. The period of performance is 10/01/2002 through 09/30/2003. This contract is for services which the Government intends to solicit and negotiate only with Southern Linc Inc. under the authority 41 USC 253 (c ) (1) as implemented by FAR 6.302-1 unless additional sources are located. This notice is being solicited on a sole source basis.
