Description
STATEMENT OF WORK-SPECIFICATIONS 1.0 GENERAL REQUIREMENTS. 1.1. The Contractor shall provide mobile mammography services to include equipment and personnel (e.g., Radiologist and Mammography Technologists) three days per month in support of the Naval Hospital (NAVHOSP) Charleston, South Carolina. The Contractor shall operate the mobile mammography unit and shall provide two (2) qualified mammography technologists and medical supplies necessary to perform the mammography services under the terms of this contract. The contractor shall supply all necessary equipment and supplies required to perform routine mammograms. If abnormalities are discovered, patient to be referred to appropriate facility for further diagnosis. These supplies should include, but not limited to x-ray markers to obtain mammograms IAW Mammography Quality Standards Act (MQSA). All routine images shall be obtained with nipple markers supplied by the contractor. The film shall be marked and dated IAW MQSA. All physics, and physicist consultations as needed, to remain within the MQSA standards are to be supplied by the contractor. 1.2. The mobile mammography unit shall be located on Government property next to the NAVHOSP Charleston, utilizing Contractor equipment as specified herein. The mobile mammography unit shall be of sufficient capacity to meet the specifications as outlined herein. 2.0 SCHEDULE OF SERVICES. 2.1. The Contractor shall bring the mobile mammography unit to, and remove from, NAVHOSP Charleston for provision of services, three days per month, Monday through Friday, excluding Federal holidays. 3.0 UNIT SPECIFICATIONS. The mobile mammography unit shall be state-of-art equipment whose length shall not be less than 20 feet. 3.1. The Contractor shall furnish a mobile mammography unit that is accredited by the American College of Radiology (ACR) and/or the American Osteopathic College of Radiology (AOCR) certified by the Food and Drug Administration (FDA) under the Mammography Quality Standards Act (MQSA) and is capable of providing services as specified herein. The Contractor is responsible for placement of, and removal from, Government property in support of NAVHOSP Charleston. The mobile mammography unit shall: 3.1.1. Contain state-of-the-art radiologic equipment capable of performing a minimum of 32 mammography examinations per day. The mammography unit shall be no older than six years and shall have been placed in active service not less than six (6) months prior to commencement of services under this contract. 3.1.2. Have sufficient space to accommodate the following areas: check-in area; waiting area for patients; dressing area for patients; rest room; patient examination room; film development/processing area; and an administrative area for staff. 3.1.3 Be a minimum of _24_ feet in length. 3.1.4. Storage of all tapes, disks and long-term data for ten (10) years after commencement of services under this contract. 3.1.5. The Contractor shall provide maintenance records (upon request) of regularly scheduled maintenance to the equipment and vehicle. 3.1.6 The unit shall also include the following minimum components and systems: 3.1.6.1 Safety and Warning Systems. 3.1.6.2. Fire Extinguishing System. The mobile unit shall contain a sufficient number of ABC Dry Chemical portable fire extinguishers that provide coverage of all functional areas within the mobile unit. 3.1.6.3. Emergency Lighting. The mobile unit shall contain battery-powered lights throughout all functional areas within the mobile unit. The lights shall be capable of being automatically activated upon loss of electrical power to the mobile unit. 4.0 GOVERNMENT FURNISHED EQUIPMENT. 4.1. None. 5.0. PERSONNEL. The contractor shall provide the following healthcare workers, who at a minimum, possess the following qualifications: 5.1. Radiologist. 5.1.1. Possess a Doctorate Degree in Medicine from an accredited institution approved by the Liaison Committee on Medical Education and Hospitals of the American Medical Association, a Doctorate Degree in Osteopathy from a college accredited by the American Osteopathic Association, or permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG). 5.1.2. Have completed a residency-training program in Radiology approved by the Accreditation Council for Graduate Medical Education or the Committee on Postdoctoral Training of the American Osteopathic Association or those Canadian training programs approved by the Royal College of Physicians and Surgeons of Canada or other appropriate Canadian medical authority. 5.1.3. Possess Board Certification in Radiology. 5.1.4. Possess a current, unrestricted license to practice medicine in any one of the fifty States, the District of Columbia, the Commonwealth of Puerto Rico, Guam or the U.S. Virgin Islands. 5.1.5. Possess documentation of continuing medical education (CME) courses in mammography in accordance with current Mammography Quality Standards Act (MQSA) regulations. 5.1.6. Have documentation of current Drug Enforcement Agency (DEA) number. 5.1.7. Possess current certification in Basic Life Support (BLS). 5.2. Mammography Technologists 5.2.1. Graduation from a program for radiologic technologists accredited by either the American Society of Radiologic Technologists (ASRT) or a certificate of completion from an American Medical Association (AMA) approved training program for Diagnostic Radiologic Technologists. 5.2.2. Current certification by the American Registry of Radiologic Technologists (ARRT) as a Registered Diagnostic Radiologic Technologist and current certification as a Registered Mammography Technologist (designated as RT (R)(M)). 5.2.3. Experience as a Mammography Technologist of at least 12 months within the last 36 months. 5.2.4. Current State vehicle license to drive and operate the mobile mammography unit. 6.0 Film Interpretation. IAW MQSA, the law that governs mammography interpretation, the interpreting radiology group must inform the requesting provider (Physician, Nurse Practitioner, Independent Duty Corpsmen, or Physician's Assistant), or the departmental designee (not NH Charleston Radiology) of the result s within fifteen (15) working days from the time of the exam for routine results and within three (3) working days of abnormal results falling into BIRADS category 4 or 5. A copy of results falling into BIRADS category 4 or 5 shall be faxed to the Utilization Management Department at (843) 743-7663, attn: Faye Chrobocinski. In addition, a copy of the results shall be sent to NH Charleston Medical Records Division (Code 015.22, 3600 Rivers Avenue, North Charleston, SC 29405-7769), to be placed in the patient's chart. This can be in the form of a fax to the requesting provider. A hard copy of the results should be mailed to the above address for the Medical Records Division, or two letters (one to the provider and one to medical records). The contractor has the option to transcribe the reports directly into the hospital's Composite Health Care System (CHCS), or send the coded normal exams to the transcription service for NH Charleston. Prior exams in patient jackets are to be made available within three (3) working days for patients with code 4 and 5. All others within fifteen (15) days. a copy of the solicitation can be obtained by logging into http://www.neco.navy.mil.
