Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number F05611-02-Q-0707, in accordance with FAR Parts 12 & 13. The North American Industrial Classification System (NAICS) number is 711130 and the business size standard is 500 employees. The proposed acquisition is reserved for small business. LINE ITEM 0001: Music Coordinator for Protestant Shared Faith Services, 1 Oct 02 through 30 Sep 03. LINE ITEM 0002: Option year one. LINE ITEM 0003: Option year two. LINE ITEM 0004: Option year three. LINE ITEM 0005: Option year four. The FOB for this RFQ is Destination. Quotations received with other than FOB Destination pricing will not be considered. Offerors must comply with all instruction contained in FAR 52.212-1, Instructions to Offerors-Comercial Items, applies to this acquisition and on addenda applies. The provisions at FAR 52.212-2, Evaluation Commercial Items applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsive, responsible offeror whose technically acceptable offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The Clause 52.212-3, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition, no addenda applies. Additional FAR clauses cited in the clause applicable to this acquisition are: (b) 12,13,14,15,24. The Clause 52.217-8, Option to Extend Services applies to this acquisition. The Clause 52.217-9, Option to Extend the Terms of the Contract applies to this acquisition. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Status of Executive Orders applicable to Defense Acquisition of Commercial Items, applies to this acquisition with the inclusion of the following DFARS: 252.204-7004, Required Central Contractor Registration, 252.225-7001, Buy American Act and Balance of Payments Program. The POC is Will Schlegel at 719-333-2933 or the Contracting Officer, Marlene Kleckner, 719-333-2849.STATEMENT OF WORK COMMUNITY CENTER CHAPEL PROTESTANT SHARED FAITH SERVICE MUSIC COORDINATOR QUALIFICATIONS: 1. Individual must maintain a lifestyle consistent with Christian principals and the purpose of the AF Chaplaincy, which is to support the free exercise of religion. 2. Must be able to read music, teach vocal music part and harmony, and have familiarity and experience in a wide range of Christian music to include the traditional, contemporary, praise, gospel, and liturgical styles as documented by transcripts or letters of recommendations 3. Must have a minimum of a bachelor?s degree in music and five years minimum experience directing in a church or chapel setting. 4. Must be able to sight read, transpose, improvise and write music within the vocal range of choir members to ensure effective utilization of talents. 5. Must be able to demonstrate proficiency on piano, keyboard, and organ. 6. Must be able to work harmoniously with chapel staff, chapel choirs, other contractors, and volunteers in the chapel program and support the ecumenical environment of the military religious program. 7. Must furnish a resume showing all education and experience including professional references. 8. Prior to submitting bid, individual must schedule an audition through the contracting office. Must also furnish a resume as part of your proposal showing education, experience, and personal and professional references. References must include a name and phone number. The resume, or attached document to the resume, must provide sufficient information to determine whether the requirements identified in the Statement of Work. 9. A background investigation conducted in accordance with DOD Instruction 1402.5, Criminal History Background Checks on Individuals in Child Care Services will be accomplished on the individual selected for this contract. Refusal to consent to the background investigation will result in immediate termination of the contract. RESPONSIBILITIES: 1. Individual is responsible to the Senior Protestant Chaplain for support of the Community Center Chapel program by providing choir direction and overall music coordination for the 0945 Protestant Shared-Faith worship service. The contractor will provide these services weekly or cause them to be performed by an individual of at least equal ability with prior approval of the Senior Protestant Chaplain. 2. Assist the chaplain in planning, coordinating and directing a music program appropriate for the worship service. A wide range of music should be chosen which complements the theme and message. 3. Provide overall organization, musical accompaniment, choir direction and lead congregational singing. Musical accompaniment will follow the theme and style of worship of the service as determined by the chaplain. 4. Provide direction and accompaniment for a children?s choir. Separate weekly rehearsals at least 45 minutes in length and periodic performances will be held for each choir. 5. Provide a monthly schedule of music selections for coordination and approval by worship service chaplain at least one month in advance. 6. Coordinate all special music to be performed at each service with each worship service?s chaplain. This includes solos, duets, adult choir, children?s choir, guest choirs, and guest musicians. 7. Provide properly formatted information for the worship bulletin (to include order of worship) in a timely manner to the chapel staff by required date and time. This data will include selections the congregation will sing and which the choir will perform. 8. Provide information to the Audiovisual Technician as required for support during each service. 9. Recruit and train volunteers to sing part harmony and to improve unison-singing skills. 10. Provide weekly rehearsals for adult choir. Choir rehearsals will last at least 45 minutes in length. 11. Will teach traditional, contemporary, praise, gospel and liturgical style music to choir as determined by the theme of the service. 12. Maintain a positive environment, which challenges choir members to improve their musical skills while fostering an attitude of fellowship. 13. Be present at least 15 minutes before performances are scheduled to begin. Work with other service musicians to ensure that audio and visual equipment (microphones, stands, etc.) are set up and tested prior to each performance. 14. Be present and active in the Worship and Liturgical Committee meetings and attend the Parish Council meetings to insure proper coordination of chapel music program. 15. Monitor the condition of choir equipment and advise the Noncommissioned Officer In Charge (NCOIC), Community Center Chapel of any problems or needs. 16. Submit accurate choir attendance records to the NCOIC, Community Center Chapel on a monthly basis. 17. Identify, submit, and coordinate music program budget requests to support music program to the Senior Protestant Chaplain. Purchase approved items in accordance with local operating procedures. 18. Organize and maintain a library at the Community Center Chapel of appropriate music. 19. Provide one Cantata or other seasonal musical to be performed during the Christmas or Easter season. Provide no less than ten (10) rehearsals in preparation for this cantata. Rehearsals for cantata are to be separate from regularly scheduled choir rehearsals and must last at least 45 minutes. Cantata music selection, date and location must be coordinated with the Senior Protestant Chaplain. 20. May be required to perform funerals and memorials, only at the request of the chaplain. Weddings will not be paid under this contract. 21. Ensure the choir area is left clean after use by removing audio and visual equipment and restoring area to original configuration. 22. Submit facility requests as required for rehearsals and special performances. Secure the facility as appropriate after each event. 23. Maintain familiarity with current musical trends in worship. 24. Maintain a standard of dress suitable to the worship environment. 25. When unavailable for service, the contractor shall be responsible for obtaining a suitable substitute. A suitable substitute list must be compiled and submitted to the Senior Protestant Chaplain for approval in the first month of the contract period. Maintain a documented system to compensate in a timely fashion substitutions providing musical services 26. Contractor/Senior Protestant Chaplain will give 48-hour notice of any special events and other schedule changes. 27. Individual agrees to conduct himself/herself with due regard to public conventions and morals, and further agrees not to do or commit any act or thing that will reasonably tend to degrade him/her or to bring him/her or the Air Force Chaplaincy into public hatred, contempt, scorn, or ridicule, or that will reasonably tend to shock, insult or offend the community or offend public morals or decency, or to prejudice the Air Force Chaplaincy. Individual shall not be arrested or violate any applicable Air Force Instruction. 28. The Community Center Chapel will provide the following materials on-site in support of this contract: Access to computer and telephone equipment, music supplies and equipment, and audiovisual equipment at performance locations. 29. The unit of payment shall be each performance or rehearsal. Payment shall be for all music support during a given performance or choir rehearsal. Invoices must be submitted to the Senior Protestant Chaplain for certification prior to submission to Defense Finance and Accounting Service for payment. 30. Following is an estimated forecast of events requiring support. This list does not necessary include all services required. This is only a projection.
