Description
The U.S. Nuclear Regulatory Commission (NRC) proposes to enter into a sole source contract entitled, Technical Development of Loss-of-Coolant Accident (LOCA) Frequency Distributions, with Battelle Memorial Institute (BMI) Columbus Operations to provide technical support to the NRC staff as they develop a regulatory guide on Leak-Before-Break (LBB) evaluation procedures. The proposed Regulatory Guide will be based on previous research, industry applications and prior rulemaking. BMI will also provide technical support for risk-informing 10 CFR 50.46 and aid in the development of revised SBLOCA, MBLOCA and LBLOCA frequency estimates. The period of performance for this project is approximately 3 years. This proposed contract is a follow-on effort to contract NRC-04-98-039 entitled Technical Support for Regulatory Guide on LBB Evaluation Procedures. The NRC believes that BMI is the only known source capable of performing this effort in the required time frame. BMI has personnel with the unique experience and expertise necessary for developing physical models, realized through computer simulation, to provide the NRC with an analytical and predictive understanding of fracture mechanics and multiple degradation mechanisms for piping systems in commercial light-water reactor nuclear power plants. Additionally, award to another firm would seriously affect the ability of the NRC to meet milestones in several critical research efforts. SECY-02-0057 on risk-informing 10 CFR 50.46 requires that rulemaking related to LOCA-LOOP revision be finalized in the summer of 2003. The LOCA redefinition effort will provide LOCA frequencies to support this effort. The SECY paper also requires that the spectrum of break sizes be completed by June 2004. Follow-on technical work to support potential rulemaking arising from the redefinition of pipe break sizes must be completed by June 2005. BMI has been providing assistance to the NRC in this area since 1998. NRC believes this familiarity is critical in order to meet the milestone dates established by the Commission.
