Description

This is the second sources sought synopsis for an Office of Management and Budget (OMB) Circular No. A-76 Commercial Activities study of Supply Support Services being conducted at the Naval Air Station, Patuxent River, MD. The first sources sought synopsis for this requirement was published in Federal Business Opportunities (FBO) on 6 August 2002 under solicitation number N00421-02-R-0274. This synopsis is not a request for proposals and in no way obligates the Government to award any contract. The Supply Department, located at the Naval Air Station, Patuxent River, Maryland is seeking sources capable of providing Supply Support Services including Requisition Processing Services, Requisition Monitoring Services, Receipt Document Processing Services, Inventory Integrity Services, and Systems Analysis Services. Currently, the Government in-house workforce is performing the services. The Navy intends to perform a cost comparison, pursuant to OMB Circular No. A-76, in order to determine the most cost effective service provider. Accordingly, a contract may or may not ultimately be awarded as a result of the study/cost comparison. If a contractor is selected as the service provider, an award will be made in accordance with OMB Circular A-76 and all other applicable Navy and Government acquisition regulations. This agency envisions some work will require personnel cleared at the secret level. The applicable North American Industry Classification System (NAICS) code is 561210, with a size standard of $6.0M. If you responded to the first sources sought, it is not necessary to respond again. In addition, to assist in the planning of acquisition strategy, please respond to the following questions: Under North American Industry Classification System (NAICS) Code 561210 Government Base Facilities Operation Support Services, please specify the following: 1) Is your business a large or small business, (2) If small, does your firm qualify as a small, emergent business or a small, disadvantaged business, (3) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act, (4) Is your firm a certified "hub zone" firm, (5) Is your firm a woman-owned or operated business, and (6) Is your firm a certified Service- Disabled Veteran Owned and Veteran-Owned? ALL PROSPECTIVE OFFERORS MUST USE THE INTERNET TO RESPOND TO THIS SYNOPSIS. TELEPHONE AND FACSIMILE RESPONSES TO THIS SOURCES SOUGHT WILL NOT BE ACCEPTED. The solicitation will be made available over the Internet in Microsoft Word 2000 format and will reside upon the NAVAIR Homepage, located on the World Wide Web. It is anticipated that the solicitation will be released in January 2003.
