Description
The Department Of Housing and Urban Development, Office Of Public and Indian Housing, requests services under a Fixed Price Delivery Order type contract that will provide for the delivery of a Front End Risk Assessment (FERA) of the Department's Capital Fund Program. The contract is a small business set aside. The Capital Fund Program is one of the principal programs in HUD's Office of Public and Indian Housing and is an annual, formula-driven funding program that provides financial resources to Public Housing Agencies (PHAs) for capital use activities. The objective of the Capital Fund Program is to make assistance available to Public Housing Agencies (PHAs) throughout the United States and its territories, including Puerto Rico, Guam and the U.S. Virgin Islands. The program provides assistance to PHAs and their residents in more that 3,300 locations. The assistance is provided not only to lower-income families, but also to the elderly and to the disabled. The contractor shall identify and assess risks associated with the implementation of program activities and make recommendation for design and system changes to mitigate risks in a cost effective manner. The contractor shall study the process, document event cycles, assess information requirements, analyze the general control environment, assess risk, and document control objectives and techniques. The contractor shall provide a final FERA report in accordance with Chapter 8 of Handbook 1840.1 REV3, Departmental Management Control Program. The contract will be for 120 days and there is no travel involved. This requirement will be distributed by electronic solicitation only. All documents will be posted to fedbizops.gov for download from this web site exclusively. The Department anticipates issuing a formal solicitation for this requirement October 7, 2002. NOTE: HUD currently has Basic Purchase Agreements (BPA) with approximately 30 firms which routinely provide the type of services listed above and HUD expects to receive quotes from several of those firms in response to this solicitation. All quotes received, however, will be evaluated in accordance with the evaluation criteria that will be stated in the formal solicitation.
