Description
The National Heart, Lung and Blood Institute (NHLBI), intends to negotiate on a non competitive basis with Biosource International Inc., 542 Flynn Road., Camarillo, California 93012, to purchase customized antibody production sequence as needed by the NHLBI researchers for existing protocol projects. The protocols service includes: Synthesis of a peptide up to 18 amino acids in length, purification of the peptide to -90%, mass Spec verification of peptide sequence, 4-6mg of free peptide shipped with the antibody, conjugation of the peptide for immunization, polyclonal antibody production for rabbits (pre bleeds, 6 immunizations and 4 production bleeds to yield 180-200ml of serum), ELISA on bleeds 2 & 3 preparation of a peptide affinity column, characterization and evaluation period (animal boosted and housed while testing), affinity purification of ~50ml of serum to produce 4-6mg of purified antibody. Changing variables at this point should effect the ongoing projects. Biosource International Inc. in conjunction with the NHLBI, will continue to custom design and manufacture these antibodies. A change in the manufacturer would effect the ongoing laboratory research projects and threaten the investment already made. An award to any other source would result in significant time delays and the incurring of considerable costs which cannot be expected to be recovered through competition. This acquisition is being conducted using simplified acquisition procedures and is exempt from the requirements of FAR Part 6. This requirement is under the North American Industry Classification System (NAICS) number 325998, size standard 500 employees is applicable to this requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
