Description
The Office of Public Affairs, Office of the Secretary, intends to contract for services from Dow Jones Interactive Publishing (Factiva Dow Jones & Reuters Company). Dow Jones will provide access to their on-line comprehensive news retrieval system for a period of four months, from October 1, 2002 to January 31, 2003. OPA requires a searchable news retrieval service to monitor press treatment of education issues and to provide senior Department officials with a review of daily local issues. Dow Jones is the only service available, today which provides full text material by 7:00 a.m. daily from The Wall Street Journal and other national newspapers, such as The New York Times and The Washington Post. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the government will consider all proposals received by the response date. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responsible sources may submit a bid or quotation, which, if timely received, will be considered.
