- THIS IS A COMBINED SYNOPSIS AND SOLICITATION. The solicitation is posted on FEDBIZOPPS. USDA Rural Development (RD) seeks to enter into a Firm-Fixed-Price, Sole Source Contract, with Arch Wireless to provide: Pager and Pager services. The Period of Performance is one (1) Base Year and four (4) one-year option periods. This solicitation is small business set aside. Proposals are due by 2:00 p.m. on September 23, 2002.
