Description
The Defense Commissary Agency (DeCA) provides supermarket style facilities and sells products to active duty military members and other authorized patrons worldwide. DeCA requires work to be performed in support of developing a Derived Unique Key Per Transaction (DUKPT) key injection utility for the 5944 Magnetic Strip Reader (MSR) and for the loading of DUKPT encryption application onto Government Furnished Equipment (GFE) 5944/5945 MSR payment terminals in support of the Point of Sale-Technology Refresh (POS-TR) rollout. This utility encryption injection program is required to facilitate debit card processing. DeCA has a Plastic Card Network (PCN) agreement between the Department of Treasury and Bank of America. Under this agreement, the Bank of America currently provides the Master Session Key encryption of DeCA's 5944/5945 MSR for the Point of Sales Modernization (POS-M) contract. The requirement under the POS-TR contract is Derived Key Transaction (DUKPT), rather than Master Session, which also must interface to the commissary system. This type of application must be compatible with the various financial networks throughout CONUS and OCONUS enabling the processing of various credit and debit card types. Award of an eighteen month base contract with 3 one year options is anticipated to be made on a sole source basis to the Bank of America. A Request for Proposal will not be available. Should any interested party feel they can offer the required support, notice via email must be provided to the Point of Contact by 5:00 PM CST on 01 Oct 02.
