Description
This is Amendment 2 to solicitation number CON-02-0028. This amendment provides answers to questions received from prospective Offerors. The questions are labeled followed by the BBG answer. The due date for receipt of proposals has NOT been extended. The questions and answers are listed below. No aspects of this solicitation have been changed with this amendment Q. (1) I would like to know if anyone has placed a bid on the Advertising Campaign for Nairobi (CON-02-0028)? A. (1) Information not available at this time. RFQ closes on 9/20/02. Q. (2) Is it possible that the deadline would be extended? A. (2) Yes, the closing date has been extended to September 20, 2002, and an amendment has been issued and the posted date in September 11, 2002 FEDBIZOPPS website. Q. (3) Do I return each FAR that is mentioned in the bid to you or just the ones that have forms to be completed? A. (3) No, you need to provide a completed copy of the provision 52.212-3, Offeror Representations and Certifications-Commercial Items, see number (x) of the solicitation. Q. (4) VOA is in the description but I do not see the meaning of it; are you referring to Voice of America? A. (4) Yes, "VOA" is an acronym for Voice of America. Q. (5) Is there a specific targeted audience you are trying to reach in the African markets that you mention in the bid? A. (5) Yes, this information is also stated in amendment #1. Q. (6) Due date: Shall we assume that the proposal is due by close-of-business today, 9/16/02 (5pm)? A. (6) No, as stated above in A. (2) closing date has been extended to 9/20/02. Proposals are due by 3:00 p.m. EST. Q. (7) Do you intend to submit answers to questions that may have been asked about this RFP? A. (7) Yes, this document is the list of all questions received in reference to Solicitation CON-02-0028. Q. (8) Are you using Simplified Acquisition Procedures for this effort? A. (8) Yes, In accordance with FAR Subpart 13.500. However, as stated in number (viii) of the solicitation price quotations that exceed the simplified acquisition threshold will not be considered responsive to the RFQ. Q. (9) On what specific topic/topics will this Advertising Campaign focus? A. (9) VOA has not determined particular themes, but that idea can be discussed with the contractor selected as part of the campaign design. Q. (10) What is the current budget for this project? A. (10) The Government estimates that this work shall not exceed $50,000.00. Q. (11) Will the Government technical representative (COR) be located locally in Nairobi or in the Washington, DC area? A. (11) The Tech. Rep. will be located in Johannesburg, South Africa. Q. (12) Will approvals be granted locally in Nairobi or from the Washington, DC area? A. (12) Approvals will be granted from Johannesburg, South Africa electronically. Q. (13) How do you want the advertising campaign priced? Do you expect so see media rates? Do you want to see hourly rates for different labor categories, i.e. Managing Partner, Executive Creative Director, account executive, etc.? A. (13) Ad campaign pricing should be a firm fixed price based on media, creative/labor, production, and travel costs, and any other costs associated with performing this service. Q. (14) Are you after a specific fixed price for the 15-16 months to include labor, media and production. A. (14) The firm fixed-price is for the entire contract period. Q. (15) What degree of detail do you need to see for the three primary cost elements. A. (15) Same as A. (13). Q. (16) Is there a specific chosen target by age or other demographics? A. (16) Yes, Adults 18-49, educated, professional "news" consumers. Q. (17) Is there a reach and frequency objective to be achieved against your chose target? A. (17) We cannot establish a reach and frequency objective, but we're looking for the highest reach and frequency in accordance with the media selections that have been listed in number (ix), item (2) of the solicitation. Q. (18) Is there a preferred unit size in each media for the ads that you will want to run? A. (18) The preferred unit size is that which will make the biggest impact on the target audience and is within our budget. Q. (19) There is no mention of a budget figure? Is this correct? A. (19) See A. (10). Q. (20) Are you looking to see what we recommend? A. (20) Yes, VOA is looking for the best recommendation based on the goals and guidelines provided and within our budget. Q. (21) There are no forms like last time to fill in, does this matter? A. (21) Yes, you must complete and submit with your proposal a copy of the provision 52.212-3, Offeror Representations and Certifications-Commercial Items, see number (x) of the solicitation. Q. (22) Is there presently an incumbent? A. (22) No, this is a new project.
