Description
This is a combined solicitation/synopsis for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number OIG-OLRPF-02-003 is issued as a Request for Proposals (RFP). Offerors shall provide a price proposal for eight (8) sedans/station wagons parking spaces within a three-block radius of 230 S. Dearborn Street. Please list a per vehicle monthly cost if additional vehicles were added during the year. Offerors shall also provide a price proposal for one twelve-month extension of the above parking spaces. SEDANS/STATION WAGONS: 8 parking spaces for the period October 1, 2002 through September 30, 2003. The selected garages must be situated within a three-block radius of the Department of Labor, Office of Inspector General location. The exact boundaries should be: North - Madison Street, South - Harrison Street; East - Michigan Avenue, and West - Franklin Street. The parking must be in an indoor garage with access/egress control (attendant during operating hours). Twenty-four (24) hour access may be any means (attendant, key card, key, etc., at no additional cost to the Government). The garage must be available for the Office of Inspector General?s use seven (7) days per week, twenty-four hours per day, 365 days a year. Self-parking capability is required. Standard commercial garage is acceptable. The garage must be suitable for vehicular parking with appropriate exhaust and ventilation. The garage parking space must be clean, free of rubbish and garbage on the floor and in parking spaces. The garage must be free from mice and rats, snakes and other unsafe rodents. Free of water standing in floor parking area. Garage must be well lighted for security reasons. Parking space should be of that standard size. Services are to be provided to the Department of Labor, Office of Inspector General, Office of Labor Racketeering/Program Fraud, 230 S. Dearborn Street, Room 756, Chicago, IL 60604. The following FAR provisions are applicable to this RFP - FAR 52.212-1, Instructions to Offerors - Commercial; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. The Government intends to award a firm-fixed price contract to the responsible offeror whose proposal, conforming to the items listed herein, will be the most price advantageous to the Government. All offers, should include the price proposals and a description of how they meet the above stated requirements. Proposals may be mailed to the U.S. Department of Labor, Office of Inspector General, Frances Perkins Building, 200 Constitution Ave., N.W., Room S-5020, Washington, D.C. 20210. Due to disruptions in the mail service to Federal agencies it is recommended that you transmit your proposal by FedEx, UPS or personal deliver (not courier)(do not e-mail or fax.) Proposals must be received no later than 12:00 NOON EDT, Friday September 30, 2002. An award is anticipated no earlier than October 1, 2002.
