- This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR subpart12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotes (RFQ). Submit written quotes (oral quotes/offers will not be considered), on solicitation F41636-02-T-0080, to fax number (210-671-3179). The contractor shall furnish all labor, tools, materials, equipment, plant, transportation, and supervision to manufacture and deliver to Lackland AFB TX, Gateway Hills Golf Course, Hole #5, two (2) sections of a pre-engineered steel bridge. The specifications are for a fully engineered clear span bridge of steel construction and shall be regarded as minimum standards for design and construction. The bridge shall be single span, 80?0? (straight line distance) and shall be measured from each end of the bridge structure. The bridge width shall be 6? 6? clear measured from the inside to inside of all attachments and/or handrails. Bridge shall be designed as a pratt truss with one diagonal per panel and square end vertical members. This procurement is 100% small business set-aside and will follow simplified acquisition procedures in FAR Part 13. This solicitation document incorporates provision and clauses that are in effect through Federal Acquisition Circular 2001-09, The North American Industry Classification (NAIC) is 332312. Note that the provisions at FAR 52.212-1, instructions to offerors ? Commercial terms, applies to this acquisition. In addition the clauses at, FAR 52.212-4 Contract Terms and Conditions-Commercial Items, and FAR 52.212-5, Contract Terms and conditions required to implement Statutes or executive orders?Commercial Items, apply to this solicitation. Specifically the following clauses cited are applicable: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; FAR 52.222.36; Affirmative Action for the Handicapped Workers. The clause at DFARS 252.212-7001, Contract Terms and Conditions required to implement Statutes or Executive Orders applicable to Defense Acquisition of Commercial Items, applies to this solicitation. Specifically the following clauses cited are also applicable: DFARS 252.225-7001, Buy American Act and Balance of Payment Program. Offerors must include with their offers a completed copy of the provisions at FAR 52.212-3, Offeror Representation and Certification ? Commercial Items (Jul 2002), and DFARS 252.212-7000, Offerors Representations and Certification?Commercial Items. This can be obtained electronically at: http://farsite.hill.af.mil. Also applicable by reference is DFARS 252.204-7004, Required Central Contracting Registration (CCR). The CCR can be obtained by calling 1-888-227-2423. Confirmation of CCR registration must be obtained before award can be made. Award will be based on meeting the requirement, evaluation of lowest price, and responsible offer/quote. Send quote to the point of contact indicated above. A copy of the Statement Of Work (SOW) will be available on 19 Sept 2002. Quotes are required to be submitted not later than 3:00PM (CST), 23 Sep 02, and acceptance must be good for 30 days. Award is anticipated to be made by 30 Sep 02.
