Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number F25600-02-T-0149 is issued as a Request For Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09. The NAICS code is 332999 and small business size standard is 500. This is a Total Small Business Set-Aside. The government intends to issue a purchase order for delivery of 4000 USSTRATCOM color patches with the new USSTRATCOM design made from registered pattern on file at The Institute of Heraldry (TIOH) meeting the guidelines and specifications set forth by the TIOH. Final design to be verified by TIOH and USSTRATCOM / J072 Resource Advisor. Patches must be 3 1/2 inch in diameter using registered pattern and colors approved and on file by TIOH. Patches must meet colors, size, and design set forth by the TIOH. Patches must be of uniform quality and must be manufactured by a source certified by the TIOH. Patches must have Velcro hook backing. Delivery is 8 weeks after receipt of order. No partial quotes will be considered. No substitutes will be allowed. The provision at FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The provision at FAR 52.212-2, Evaluation - Commercial Items, applies to this acquisition. Evaluation will be based on best value including cost and ability to meet requirements. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certification - Commercial Items with its offer. The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Dev), applies to this acquisition.
