Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A WRITTEN SOLICITATION WILL NOT BE ISSUED. QUOTES ARE BEING REQUESTED. Solicitation number RFQ NCND5000-2-00016 is issued as a request for quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. This procurement action is full and open. The associated North America Industry Classification System is 541690. A firm is a small business for the purpose of this requirement if it size standard is $6 million. National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Estuarine Reserves Division seeks assistance to conduct an inventory and assessment of K-12 education and professional teacher development programs in the National Estuarine Research Reserve System - a network of 25 protected areas, managed through a State-Federal partnership. http://www.ocrm.nos.noss.gov/nerr The reserve system does not have historical and current data relating to the extent and reach of these programs. Results of this study shall provide a backdrop for a system-wide discussion of focus and areas for increased support and capacity building in this arena and shall assist the reserve system in the identification of a potential system-wide program or activity relating to K-12 and/or professional teacher development. The objectives of this procurement shall include: an inventory and assessment, both quantitative and qualitative, of current programming in K-12 and professional teacher development across the 25 reserves and how these programs integrate state and national standards; recommendations for improved program evaluation and performance measurement; recommendations for improving program design and implementation, as well as needs for national-level support and capacity building activity; recommendations and associated implications for a national "niche" or system-wide program or activity in the areas of K-12 education and professional teacher development. A multi-disciplinary contractor team shall develop assessment instruments, conduct site visits, telephone interviews, collect and analyze data, report findings, and develop recommendations for program improvements and system-wide program development. A steering committee comprised of several reserve education coordinators and the NOAA project manager will provide input and context for the project. Deliverables shall include: a draft workplan developed via an iterative planning process, a draft report to be submitted for review and feedback, and a final report that includes an executive summary, methodology, findings, conclusions, recommendations and appendices with the inventory and data sets provided in a user-friendly electronic format. The final report shall be provided electronically and via 150 paper copies and shall be due 200 days from award of contract . Overall period of performance shall be 300 days, to allow for a later presentation to reserve managers. The Federal Acquisition Regulations (FAR) web site is www.arnet.gov/far/loadmainre.html. The provision at FAR 52.212-2 Evaluation-Commercial Items (JAN 1000) applies: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the service offered to meet the Government requirements; (ii) key personnel resumes; (iii) past performance.
