Description

The Government desires the following: A Firm, Fixed Price Supply type contract for the design, manufacture, test and groom, and operational testing of eleven (11) 40,000-gallon water storage tanks, with complete documentation and organization of all technical data that applies to the tank's installation, operation, maintenance, repair and testing. Salient Characteristics: The tank shall be a vertical, cylindrical, single wall, above ground, steel, storage tank with a capacity of 40,000 gallons plus 2%, minus 0%. For stability, the diameter of the tank shall be equal to the height of the tank, plus 0%, minus 20%. The tank shall be self-supporting and include a base support. The base support shall not exceed the diameter of the tank, the base support shall be sized so that the load factor of the foot print does not exceed 400 lbs. per square inch when the tank is full. The tank walls shall be a minimum of 3/16-inch thick steel. Delivery: 12 weeks after date of award. FOB Destination. This requirement to be solicited using commercial acquisition procedures in accordance with FAR Part 12 and 15. This is a 100% small business set-aside. After an initial evaluation of the offers, FISC Puget Sound intends to conduct an on-line, anonymous, competitive reverse auction to be facilitated by a third-party reverse auction provided. Procuri.com (www.govauctions.procuri.com) This is a private reverse auction and only those responsible offerors submitting an offer on this RFP will be invited to participate in the on line reverse auction. In order to establish a competitive range, offerors are required to submit initial pricing prior to the closing date of this Request for Proposal. Notwithstanding the fact that the government intends to conduct a reverse auction in order to establish final pricing, the government reserves the right to award on initial offers as submitted with the RFP. Submission of an offer in response to the solicitation will be considered consent by the offeror to reveal their prices in anonymity during the reverse auction. At the conclusion of the reverse auction after evaluating final pricing, the Government intends to award a contract to the eligible, low-priced, responsible offeror. Auction instructions may be obtained at www.govauctions.procuri.com. This solicitation and any subsequent amendments will be posted to the NECO website: http://www.neco.navy.mil. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring that site for any amendments. The Government is not responsible for any inability of the offeror to access the posted documents. No telephone or FAX requests will be accepted, and no hard-copy solicitation/amendment will be mailed or FAXed. All offerors are put on notice that in accordance with FAR 5.203 (h), the solicitation may have less than a 30-day response time. All responsible sources may submit offer/bid which, if received in a timely manner, shall be considered by Fleet & Industrial Supply Center Puget Sound.
