Description
NASA/MSFC issues an Request for Offer (RFO)for Research and Education Effort to Support MSFC Science Activities. A primary mission of the Marshall Space Flight Center (MSFC) is support of NASA=92s Office of Biological and Physical Research and the associated goals of using the environment of space to expand scientific knowledge. MSFC serves as NASA= =92s Lead Center for the Microgravity Research Program and as the Agency=92s implementing Center for the Materials Science and Biotechnology disciplines. Presently the Center is preparing for the next scientific phase, which includes evolving existing research to the International Space Station (ISS) and developing new areas that will benefit from NASA=92s wide variety of ground and flight research facilities. To this end, MSFC scientists are formulating and performing exploratory ground-based research in materials science and biotechnology leading to the definition of Microgravity flight research facilities for ISS, and defining flight investigations for those facilities. In addition, these scientists maintain primary responsibility for promoting and assuring the scientific integrity of the Center=92s Discipline elements, and connecting participants in the national industrial and scientific research community to the engineering and technical capabilities of NASA. To effect the necessary growth into new aspects of the research disciplines and fully meet the challenges of the ISS opportunity, MSFC seeks to establish a contractual agreement to perform Microgravity scientific research and augment the established scientific liaison between the MSFC research groups and the national scientific community. The purposes of this agreement are to 1) promote continuing MSFC leadership in the materials science and biotechnology communities, 2) assist internal and external scientists in the research community in the definition and implementation of proposed flight research projects, 3) provide scientific assistance to MSFC in the operation of its unique ground based scientific facilities, 4) gather, analyze, and document the scientific information necessary to manage, and maintain the scientific continuity of, the program, 5) assist internal and external investigators in disseminating their scientific and technological results and in promoting their research, and 6) contribute to, and participate in, the national Microgravity research program by seeking independently funded research studies from competitive research announcements. This effort requires a flexible task structure organized around a versatile scientific cadre, and a stable and a specialized infrastructure and capability for preparing, publishing, and disseminating the scientific information derived from the effort. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The NAICS Code and Size Standard are 541710 and 500, respectively. The DPAS Rating for this procurement is DO-09. The provisions and clauses in the RFO and model contract are those in effect through FAC 01-07. All qualified=20 responsible sources may submit an offer which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B".
