- The Naval Air Warfare Center Aircraft Division (NAWCAD) Patuxent River, MD has a requirement to procure FIVE L-BAND TRANSMITTERS, THREE L-BAND RECEIVERS, THREE S-BAND TRANSMITTERS, FIVE S-BAND RECEIVERS AND THREE DIPLEXER ANTENNAS. The applicable NAICS Code is 334220. This is a notice of intent to request a firm fixed price proposal and negotiate with Southern California Microwave, Inc., 2732 Via Orange Way, Suite E, Spring Valley, CA 91978 on an other than full and open competitive basis. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for which proposals are being requested and a written solicitation will not be issued. Solicitation Number N00421-02- T-0197 is issued as a Request For Quotation (RFQ). The incorporated document and provisions and clauses are those in effect through Federal Acquisition Circular, FAC 97-10 and Defense Acquisition Circular, DAC 98-01 and Defense Change Notice DCN 98-1014. The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD intends to procure on a sole source basis five L-band transmitters, three L-band receivers, three S-band transmitters, three S-band receivers and three Diplexer antennas from Southern California Microwave who is the manufacturer of the datalink avionics Maritime Unmanned Aerial Vehicles (UAV) Development & Operations (MUDO) presently uses. Southern California Microwave is the only source able to provide equipment that is compatible, both electronically and physically, to existing equipment. The equipment is command/telemetry link transmitters and receivers for the MUDO Integrated Product Team?s UAV systems. This contract will be negotiated as a sole source procurement under the statutory authority FAR 6.302-1 (only one responsible source and no other services will satisfy agency requirements). The contract line item numbers and items are: CLIN 0001: (5) Video Transmitters, L-band, (Part number: VTX13L-10A/2SC/232/TTL/DP/LV); CLIN 0002: (3) Video Receivers, L-band, (Part number: VRX23LA/2SC/232); CLIN 0003: (3) Command Transmitters, S-band, (Part number: TTX13S-10A/SC/232) ; CLIN 0004: (5)Command Receivers, S-band, (Part number: TRX23SA/TTL/SC/232); CLIN 0005: (3) Diplexer antennas (Part number: DX-6-1850/2200-M/M), including shipping and a one-year warranty,; and CLIN 0006 is Technical Data associated with Item 0001-0005 (Not Separately Priced). The contractor shall deliver CLINs 0001 - 0006 to Naval Air Warfare Center Aircraft Division, Maritime UAV Development & Operations IPT, Villa Rd. Bldg. 8138,St. Inigoes, MD 20684; ATTN: Joseph Downs (301) 995-8361. The Contractor shall deliver all CLINs in the same month starting 90-120 days after Date of Contract Award. Inspection and acceptance shall be made at destination. FAR 52.212-1 Instructions to Offerors ? Commercial Items (AUG 1998) is incorporated by reference and applies to this acquisition. The provision at 52-212-2 Evaluation ? Commercial Items (JAN 1999) does not apply to this acquisition. Instead, this requirement is for the specified brand/part item only, as such low cost/technically acceptable criteria are the basis for this evaluation of quotes. The offeror shall provide backup information verifying the price offered, e.g. a copy of the current catalog or established price list, three invoices for the same equipment, etc. The offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items (FEB 1999) with its quote. FAR 52.212-4 Contract Terms and Conditions ? Commercial Items (APR 1998) is incorporated by reference and applies to this acquisition. The clause at 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (JAN 1999) is incorporated by reference, however, for paragraph (b) only the following clauses apply to this acquisition. 52.212-5(b): 52.203-6 Restrictions on Subcontractor Sales to the Government (Alternate I) (OCT 1995), 52.219-8, Utilization of Small, Small Disadvantaged and Women-Owned Small Business Concerns (JAN 1999), 52.222-26 Equal Opportunity (FEB 1999), 52.222-35 Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era (APR 1998), 52.222-36 Affirmative Action for workers with Disabilities (JUN 1998), 52.222-37 Employment Reports on Disabled Veterans and Veterans of the Vietnam Era (JAN 1999), 52.247-64 Preference for Privately Owned U.S.-Flag Commercial Vessels ( JUN 1997).
