Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number F05611-02-Q-0705, in accordance with FAR Parts 12 & 13. The North American Industrial Classification System (NAICS) number is 813110 and the business size standard is 500 employees. The proposed acquisition is reserved for small business. LINE ITEM 0001: Protestant Director of Religious Education 1 Oct 02 through 30 Sep 03. LINE ITEM 0002: Option year one. LINE ITEM 0003: Option year two. LINE ITEM 0004: Option year three. LINE ITEM 0005: Option year four. The FOB for this RFQ is Destination. Quotations received with other than FOB Destination pricing will not be considered. Offerors must comply with all instruction contained in FAR 52.212-1, Instructions to Offerors-Comercial Items, applies to this acquisition and on addenda applies. The provisions at FAR 52.212-2, Evaluation Commercial Items applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsive, responsible offeror whose technically acceptable offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The Clause 52.212-3, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition, no addenda applies. Additional FAR clauses cited in the clause applicable to this acquisition are: (b) 12,13,14,15,24. The Clause 52.217-8, Option to Extend Services applies to this acquisition. The Clause 52.217-9, Option to Extend the Terms of the Contract applies to this acquisition. PROTESTANT DIRECTOR OF RELIGIOUS EDUCATION (DRE) STATEMENT OF WORK PURPOSE The Protestant Programs Coordinator (contractor) is responsible to the Senior Protestant Chaplain and the Protestant Religious Education (RE) Chaplain for developing, implementing, coordinating, and evaluating appropriate religious education opportunities for families attending the Protestant Community Center Chapel, USAF Academy, CO. PRE-QUALIFICATIONS: 1. Individual must maintain a lifestyle consistent with Christian principles and the purpose of the Air Force Chaplaincy. 2. Must be able to work harmoniously with chapel staff, other contractors, and volunteers in the chapel program. 3. Must be able to work in the ecumenical and interdenominational environment of the military chapel program. 4. Possesses a Bachelors degree in Religious Education or a minimum of five years experience as a Minister of Education or teacher in a chapel or church setting. 5. Possesses a minimum of three years experience working with Protestant Children?s worship or other children?s group activities. 6. Must have organizational and administrative skills. 7. Knowledge of computers is desirable. 8. Must furnish a resume showing education, experience, and personal and professional references. References must include a name and phone number. 9. A background investigation conducted in accordance with DOD Instruction 1402.5, Criminal History Background Checks on Individuals in Child Care Services will be accomplished on the individual selected for this contract. Refusal to consent to the background investigation will result in immediate termination of the contract. GOAL The goal of all activities is to facilitate Christian growth, commitment, and experience in the Community Center Chapel through religious education. TIME/LOCATION/FREQUENCY OF SERVICES 1. The Contractor will provide a graded Sunday School program from preschool through adult, each Sunday, of approximately 1 hour in length. 2. The Protestant RE Chaplain will determine the location and time of Sunday School. Classes are currently held in the Community Center Chapel at 11:15 a.m. 3. Other program times, locations and frequencies will be determined by season and needs assessment. 4. Maintain regular scheduled office hours of not less than 16 hours per week Monday through Friday. Office hours must be coordinated with the Protestant RE Chaplain. Additional hours outside the chapel may be required to accomplish responsibilities. Additional hours will not be compensated separately and are to be included in the monthly amount. RESPONSIBILITIES 1. The contractor will perform other services in order to insure the quality of the Protestant religious education program. These services include: a. Planning and coordinating the graded Sunday School program each week. b. Recruiting, training, and recognizing teachers, teacher?s assistants, and other RE volunteers. Training includes semi-annual in-service classes. c. Preparing an annual religious education calendar for the annual chapel planning conference. The calendar should include all special religious education events for the entire year such as training sessions, workshops, socials, appreciations and graduation. d. Preparing the annual religious education budget for submission in June, taking into account all requirements for appropriated as well as non-appropriated chaplain fund support. e. Accomplishing and monitoring the annual curriculum order for Sunday School and Ecumenical Vacation Bible School and insuring necessary materials are available for the teachers with coordination of the Protestant RE Chaplain and the NCOIC, Community Center Chapel. f. Accomplishing all clerical work relating to the Religious Education and special programs mentioned in this document. g. Tracking monthly attendance for Sunday School. h. Providing resource, scheduling, training, recruitment, attendance tracking, and curriculum support for: 1) Protestant SPIRE (Special Programs in Religious Education) 2) Weekday bible studies (Women on Wednesday, C3A) 3) Lay Organization studies (PWOC, PMOC, PYOC, Young Adults) 4) Nursery 5) Children?s Church 6) Additional programs as determined by the Protestant RE Chaplain i. Inventorying and stocking all Protestant RE classrooms and the Protestant RE supply cabinets. Submitting requests to procure all supplies and equipment required to support the Religious Education program. Fund requests will be submitted in accordance with chapel operating instructions. 2. The contractor plans, coordinates, and conducts with the Catholic CCD Coordinator all aspects of a summer Ecumenical Vacation Bible School not to exceed 7 days with appropriate classes and materials. Coordinates with the Wing Chaplain or his/her designated representative on facility, funds and curriculum requests. 3. The contractor provides curriculum and coordination for Summer Sunday School program as directed by the Protestant RE Chaplain. 4. The contractor will work with the NCOIC, Community Center Chapel to ensure that all information is obtained and submitted for background investigations of all personnel working with chapel children and youth. 5. The contractor provides recruitment and training for the Protestant Acolyte program. 6. The contractor will plan, coordinate, schedule, and conduct the following special programs as requested by the Protestant RE Chaplain: a. Fall Festival b. Children?s Christmas Program c. Easter Program d. Special retreats and fellowship events 7. The contractor will maintain the Protestant Community Library to include books and videos. 8. The contractor will be attend all Chapel Staff meetings, Protestant Staff meetings, RE Committee meetings and Protestant Advisory Council meetings as required by the Protestant RE Chaplain. 9. The contractor may use chapel owned or managed audio/visual and Information Technology equipment located in the chapel. The contractor must monitor the condition and security of all religious education equipment, supplies, and facilities. All maintenance needs or damage reports must be submitted to the NCOIC. 10. Insure that facilities used for religious education events are clean and secure, to include all doors and windows, following the conclusion of Sunday School and other meetings at the Youth Center, Education Office, Airmen Leadership School, Base Auditorium or chapel. 11. The Programs Coordinator personally performs all services or will cause them to be performed by a substitute of equal or higher proficiency. The contractor will provide 24 hours notice of the need for a substitute, except in emergency situations. The contractor will provide a list of appropriate substitutes with name and phone numbers at the beginning of the contract period for approval by the Protestant RE Chaplain. 12. Individual agrees to conduct himself/herself with due regard to public conventions and morals, and further agrees not to do or commit any act or thing that will reasonably tend to degrade him/her or to bring him/her or the Air Force Chaplaincy into public hatred, contempt, scorn, or ridicule, or that will reasonably tend to shock, insult or offend the community or offend public morals or decency, or to prejudice the Air Force Chaplaincy. Individual shall not be arrested or violate any applicable Air Force Instruction. 13. The Unit of Payment for the above services shall be one month. Invoices will be submitted to the Protestant RE Chaplain for certification prior to submission to the NCOIC of Financial Management.
