Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number F05611-02-Q-0706, in accordance with FAR Parts 12 & 13. The North American Industrial Classification System (NAICS) number is 813110 and the business size standard is 500 employees. The proposed acquisition is reserved for small business. LINE ITEM 0001: Music Coordinator Performances for Sunday, 53 each, 1 Oct 02 through 30 Sep 03. LINE ITEM 0002: Music Coordinator Choir Rehearsals, 53 each. LINE ITEM 0003: Special Services as required, 20 each. LINE ITEM 0004: Option year one. LINE ITEM 0005: Option year two. LINE ITEM 0006: Option year three. LINE ITEM 0007: Option year four. The FOB for this RFQ is Destination. Quotations received with other than FOB Destination pricing will not be considered. Offerors must comply with all instruction contained in FAR 52.212-1, Instructions to Offerors-Comercial Items, applies to this acquisition and on addenda applies. The provisions at FAR 52.212-2, Evaluation Commercial Items applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsive, responsible offeror whose technically acceptable offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The Clause 52.212-3, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition, no addenda applies. Additional FAR clauses cited in the clause applicable to this acquisition are: (b) 12,13,14,15,24. The Clause 52.217-8, Option to Extend Services applies to this acquisition. The Clause 52.217-9, Option to Extend the Terms of the Contract applies to this acquisition. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Status of Executive Orders applicable to Defense Acquisition of Commercial Items, applies to this acquisition with the inclusion of the following DFARS: 252.204-7004, Required Central Contractor Registration, 252.225-7001, Buy American Act and Balance of Payments Program. STATEMENT OF WORK COMMUNITY CENTER CHAPEL CATHOLIC MUSIC COORDINATOR QUALIFICATIONS: 1. Individual must maintain a lifestyle consistent with Catholic principles and the purpose of the AF Chaplaincy, which is to support the free exercise of religion. 2. Must be able to read music, teach vocal music part and harmony, and have familiarity and experience in a wide range of Catholic music to include the traditional, contemporary and liturgical styles as documented by transcripts or letters of recommendations 3. Must have a minimum of a bachelor?s degree in music and five years minimum experience directing in a church or chapel setting. 4. Must be able to sight read, transpose, improvise and write music within the vocal range of choir members to ensure effective utilization of talents. 5. Must be able to demonstrate proficiency on piano, keyboard, and organ. Proficiency in guitar is also desirable. 6. Must be able to work harmoniously with chapel staff, chapel choirs, other contractors, and volunteers in the chapel program and support the ecumenical environment of the military religious program. 7. Must furnish a resume addressing all items in this statement of work and showing all education and experience. At least one Professional reference is required. Lack of references may be used as a disqualifier for this contract. 8. Prior to submitting bid, individual must schedule an audition through the contracting office with a committee selected by the Catholic Chaplain. The audition will include one piece of music selected by the chapel per instrument and provided at the time of the audition. Individual will be allowed to play one piece of his or her own choosing. RESPONSIBILITIES: 1. Individual is responsible to the Catholic Chaplain for support of the Community Center Chapel Catholic program by providing choir direction and overall music coordination for the 0815 and 1115 Catholic Masses. The contractor will provide these services weekly or cause them to be performed by an individual of at least equal ability with prior approval of the Catholic Chaplain. 2. Plan, coordinate and direct a music program appropriate for each worship service. A wide range of music should be chosen which complements the theme and message of each service. Provide a monthly schedule of music selections for coordination and approval by the Catholic chaplain at least one month in advance. 3. Provide musical accompaniment, choir direction and lead congregational singing at the 0815 and 1115 Catholic Masses. 4. Coordinate all special music to be performed at each service with the Catholic chaplain. This includes solos, duets, adult choir, children?s choir, guest choirs, and guest musicians. 5. Recruit and train volunteers to sing part harmony and to improve unison-singing skills. 6. Provide weekly rehearsals for each service?s adult choir. Each choir will be rehearsed separately and rehearsal will last at least 45 minutes in length. 7. Teach traditional, contemporary, and liturgical style music to each service?s choir as determined by the theme of the service. 8. Maintain a positive environment, which challenges choir members to improve their musical skills while fostering an attitude of fellowship. 9. Be present at least 15 minutes before services are scheduled to begin. Work with other service musicians to ensure that audio and visual equipment (microphones, stands, etc.) are set up and tested prior to each performance. 10. Attend monthly Liturgical Committee meetings to insure proper coordination of chapel music program. 11. Monitor the condition of choir equipment and advise the Noncommissioned Officer In Charge (NCOIC), Community Center Chapel of any problems or needs. 12. Submit accurate choir attendance records to the NCOIC, Community Center Chapel on a monthly basis. 13. Identify, submit, and coordinate music program chaplain fund budget requests to support music program to the Catholic Chaplain. Purchase approved items with chaplain funds in accordance with local operating instructions. 14. Organize and maintain a library at the Community Center Chapel of appropriate traditional, contemporary and liturgical music. 15. Ensure the choir area is left clean after use by removing audio and visual equipment and restoring area to original configuration. 16. Submit facility requests as required for rehearsals and special performances. Secure the facility as appropriate after each event. 17. Maintain familiarity with current musical trends in worship. 18. Maintain a standard of dress suitable to the worship environment. 19. When unavailable for service, the contractor shall be responsible for obtaining a suitable substitute. A suitable substitute list must be compiled and submitted with resumes to the Catholic Chaplain for approval in the first month of the contract period. 20. Contractor/Catholic Chaplain will give 48-hour notice of any special events and other schedule changes. 21. Individual agrees to conduct himself/herself with due regard to public conventions and morals, and further agrees not to do or commit any act or thing that will reasonably tend to degrade him/her or to bring him/her or the Air Force Chaplaincy into public contempt, scorn, or ridicule, or that will reasonably tend to shock, insult or offend the community or offend public morals or decency, or to prejudice the Air Force Chaplaincy. Arrest or violation of any applicable Air Force Instruction may be grounds for immediate termination. 22. The Community Center Chapel will provide the following materials on-site in support of this contract: Shared office with access to computer and telephone equipment, music supplies and equipment, and audiovisual equipment at performance locations. 23. The unit of payment shall be for one service or performance. Payment shall be for all music support during a given performance including rehearsals. Invoices must be submitted to the Catholic Chaplain for certification prior to submission to Defense Finance and Accounting Service for payment. Payments will be made monthly in arrears. 24. Following is an estimated forecast of events possibly requiring support. This list does not necessarily include all services required. This is only a projection.
