Description
VAMC Alexandria Contracting Office intends to negotiate sole source procurement with LifeShare Blood Center, 1890 Wilkinson Street, Shreveport LA with a branch office in Alexandria LA for human blood, blood products and related testing services for VA Medical Centers in Alexandria and Shreveport LA. This is a requirements contract for estimated quantities except fresh frozen plasma. Minimal backup supplies of FFP may be requested. This procurement is authorized by FAR 6.302-1. Estimated combined quantities for both facilities include 2400 packed red cells, 160 fresh frozen plasma, 25 cryoprecipitate, 150 pooled platelets, 25 antibody ID, 40 cross match, 120 single donor pheresis, 200 blood irradiation, and all other tests and products essential to ensure safe blood supplies for both facilities. Combined bed count is 238 with 190 nursing home beds in Alexandria. Delivery time is critical. Pickup of specimen for testing may be required with as little as one-hour notice and two-hour delivery of suitable blood for transfusion. Blood must be 100 percent volunteer blood from a blood bank meeting all national and state laws, certifications and requirements including registration and license from FDA, Dept of Health and Human Services, American Association of Blood Banks, CAP, CLIA, and all other governing criteria to assure safe blood products and related services. All usage of the term qualified in reference to personnel, product and procedures includes reference to the level of service consistent with current requirements to meet and maintain the standards of all governing agencies. Contract period is 11/02/02 through 10/31/02 with an option to extend service up to 6 additional months. There is no other known source for these products, in the quantities and times required. Solicitation 502-10-03 is available 9/17/02 and is issued without restriction. Responsible sources meeting all requirements including timeliness may submit an offer for consideration. Commercial format is used in accordance with Federal Acquisition Regulation part 12 and supplemented clauses and provisions through Federal Acquisition Circular 2001-07 and Veterans Acquisition Regulation 97-8. NAICS code is 621991 with $7.5 million size standard. A firm-fixed-price contract is anticipated.
