- This is a notice of intent to award on a sole-source basis for the commercial items in accordance with FAR Part 12 procedures, as supplemented with additional information included in this notice. This announcement constitutes the only notice; a written solicitation will not be issued. The U.S. Immigration & Naturalization Service (INS) intends to contract with U & S Services, 233 Fillmore Ave., Suite 11, Tonawanda, NY 14150, to upgrade the HVAC system computer and software at the Buffalo Federal Detention Facility in Buffalo, NY. This upgrade will replace an obsolete OS program to a Windows program. There are exclusive proprietary software licensing agreements on the software required to operate the HVAC system, and the hardware requirements for this software are very specific. All installation labor is included. This contract is for services which the Government intends to solicit and negotiate only with U & S Systems under the authority 41 U.S.S. 253 ( c)(1) as implemented by FAR 6.302-1 unless additional sources are located. This notice is being solicited on a sole-source basis.
