- Description
- The National Heart, Lung and Blood Institute (NHLBI), intends to negotiate on a non competitive basis with Chemicon International Inc., 28835 Single Oak Drive, Temecula, Ca. 92590, to purchase four (4) each, Custom Recombinant Protein Expressions, catalog number CWE-RP and eight (8) each Hybridoma Development, catalog number CWM-H which consists of a minimum of 1 clone to produce antibody to antigen/target, Post screening sample of supernatant from each clone of choice, 25 ml of ascites or 500 ml of supernatant from the clone of choice and the option to proceed quickly to in vivo production on an industrial scale. Chemicon International Inc., is the manufacturer and sole supplier of these antibodies, who provides custom recombinant fusion protein development for ongoing research production studies. Chemicon International Inc. in conjunction with NHLBI, will custom design and manufacture these antibodies. A change in the manufacturer would effect ongoing laboratory research and threaten the investment already made. An award to any other source would result in significant time delays and the incurring of considerable costs which cannot be expected to be recovered through competition. This acquisition is being conducted using simplified acquisition procedures and is exempt from the requirements of FAR Part 6. This requirement is under the North American Industry Classification System (NAICS) number 325998, size standard 500 employees is applicable to this requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PS-2002-149 may be submitted to the National Heart, National Heart, Lung and Blood Institute, contracts Operations Branch, Procurement Section, Building RKL2, Suite 6042, 6701 Rockledge Drive, Bethesda, MD 20892-7902, Attention Ms. Cecilia Morales, Purchasing Agent. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
