- Description
- This announcement constitutes the only solicitation and a separate solicitation will not be issued. This solicitation consititutes a combined/synopsis solicitation and a separate written solicitation will not be issued. This solicitation also includes all applicable provisions and clauses in effect through FAR FAC 01-08. The North American Industry Classification code is 421450, and the business size standard is 100. the acquisition will be conducted under simplified acquisition procedures authorized in FAR Part 13. REQUIREMENT: The National Insitutes of Health (NIH), National Cancer Institute (NCI), Surgery Branch, plans to procure Item 1: FUJIFilm FLA-5000 Multifunctional Imaging System with red laser diode (630nm) with the following components/accessories: Item 2- FLA-5000 Imaging Plate Eraser, one (1) each; Item 3-Image Plate Holder Kit for FLA-5000, one (1) each; Item 4-Fujifilm Filter Tray for FLA-5000m one (1) each; Item 5- Fujifilm IP Fileter for FLA-5000, one (1) each; Imaging Plate 23 x 40cms (type Ms), two (2) each; Item 6- Imaging Plate Cassette 23 x 40cms, two 2(2) each; Item 7- Imaging Plate 23 x 26cms, two (2) each; Item 8-Imaging Plate Cassette 23 x 25cms, two(2) each; and Item 9- FujiFilm PG 3500 Pictrography Printer configured to the FujiFilm FLA-5000 with 48RAM, 400 dpi (15.7 dots/mm) full 256 gray scale or 16.7 million color shades, laser thermal transfer system, including first roll of film and paper, one (1) each. All items are being procured as Brand Name or Equal. Quotes submitted shall include the following information for each item: Manufacturer, and Make or Model Number, as well as descriptive literature. The following salient characteristics are applicable to the FUJIFilm FLA5000: 1) Scanning area from 25 microns to 40 x 46 cm with selectable scanning area, suitable for 3D electrophoresis analysis; b) Second Harmonic Generation (SHG) lasers in blue, green and LD red with an option to add another internal laser and one external laser; c) Scan storage phosphor imaging plates directly with no glass interface; d) Modular components for future system upgrades, and 3) Selectable scanning resolutions from 25, 50, 100 or 200 micron pixels. The following clauses are applicale to this solicitation: 52.211-6 -Brand Name or Equal (Aug 1999)(a) If an item in this solicitaiton is identified as "brand name or equal", the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitaiton. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must - (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i() Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced int he solicitaiton. One award will be made form this solicitation, and offerors must proposeonthe entire requirement. OTHER INFORMATIONAND SUBMISSION OF QUOTATIONS: Offers msut be submitted on an SF-18 with a completed "Schedule of Offered Supplies/Services." Qutoes must be accompanied by a completed "NCI REPRESENTATIONS, CERTIFICATIONS, AND OTHER SATEMENTS OF OFFERORS OR QUOTERS." The award document will incorporate the requirements of the clause at FAR 52.213-4, TERMS AND CONDITIONS--SIMPLIFIED ACQUISITION. In addition ot the price quotation, offerors must submit a technical quotation plus descriptive literature, warranties, and/or other materials that demonstrate that their offer meets all of the foregoing requirements. Technical and price quotations, along with a completed "NCI REPRESENTATIONS, CERTIFICATIONS, AND OTHER STATEMENTS OF OFFERORS OR QUOTERS," must be received in the contracting office by no later than 1:00 PM EDT (local Washington, D.C. teim) on September 27, 2002. Quotations can be sent to the address noted or faxed to (301) 402-4513. While facsimile quotations will e accepted, it is the responsibility of the offeror to contact Cynthia Brown at (301-402-4509 to insure prompt and accurate receipt of the facsimile prior to the closing time. Telephone calls verifying receipt will be duly ntoed on the received quotations.
