- THE INITIAL SYNOPSIS/SOLICITATION F09650-02-Q-0148 THAT WAS POSTED ON 11 SEP 2002 HAS BEEN CANCELLED DUE TO A POSTING ERROR IN THE JOB TITLE. THE CORRECT JOB TITLE AND SERIES (AS ORIGINALLY STATED) FOR THIS POSITION ARE AS FOLLOWS: GS-343/MANAGEMENT ANALYST. PLEASE NOTE THAT THE RFQ ATTACHMENTS FOUND AT THE CONTRACTING WITH INDIVIDUALS (CWI) WEBSITE (http://pkec.robins.af.mil/pr/mssc/mssc.htm) ARE CORRECT AS ORIGINALLY POSTED. AS A RESULT OF THIS SOLICITATION AMENDMENT, THE RESPONSE DUE DATE HAS BEEN EXTENDED TO 1600 HOURS (EST) ON 20 SEP 2002. Description: SOL F09650-02-Q-0148 DUE: 09- 20-02 POC Barbara A. Singleton/478-926-5220. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number is F09650-02-Q-0148. This solicitation is issued as a request for quotation (RFQ). The solicitation document, incorporated provisions and clauses are in effect through Federal Acquisition Circular 201-09. The North American Industry Classification System (NAICS) Code is 541330 and the small business size is $23M. This requirement is for six months. The solicitation contains CLIN 0001 for Advisory and Assistance Service (A&AS) for one individual (Management Analyst/GS-343) required to support the WR-ALC/LU Acquisition and Sustainment Process Improvement/Re-engineering Effort (ASPIRE) to develop and document continuous process improvements within the Directorate. CLIN 0002 is for Data. CLIN 0003 is for material in support of L/I 0001 (reimbursable). CLIN 0004 is for Travel (reimbursable). This requirement is set aside for small businesses. The period of performance will begin 01 Oct 02 through Mar 03. Clause 52.212-1, Instructions to Offeror ? Commercial Items applies to this acquisition and the addenda (Performance Work Statement or PWS) that may be accessed at http://pkec.robins.af.mil/pr/mssc/mssc.htm under Contracting with Individuals for Manpower Support, Solicitation F09650-02-Q-0148. INDIVIDUALS WHO HAVE PREVIOUSLY SUBMITTED PROPOSALS UNDER THE CONTRACTING WITH INDIVIDUALS PROGRAM NEED TO RE-CONFIRM THEIR PREVIOUSLY SUBMITTED PROPOSAL. This requirement requires the service of one individual equivalent to a GS-343/12, Management Analyst in support of WR-ALC/LU ASPIRE. Evaluation of offerors will be made on a best value basis. Evaluation factors, in descending order of importance, are experience, past performance, price, education and general considerations. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items applies. The following clauses are incorporate by reference: FAR 52.212-1, 52.212-3, and 52.212-4. The following DFARS clause, 252.225-7001, Defense Priorities and Allocations Systems, applies (D0C9). The proposed contract is 100% set aside for small business concerns. Responses are due not later than 1600 Hours (EST) on 18 Sep 2002 to Barbara A.
