Description
Wildland Fire Suppression - Requirements Based, Task Order Contract: The purpose of this contract is to provide a base of qualified Type 2 - I.A. (with Initial Attack capability) hand-crews per the National Interagency Coordination System for use in Wildland Fire Suppression, and Fuels Management activities during Mandatory Availability Periods as described in the Schedule of Items for a base year and three options years. The scope of work of this contract may include assignments for support nationally in the lower 48 states and Alaska. Crews will operate under the direction of the Government and will be assigned to a local Host Unit for dispatch (See Schedule of Items), and or the Geographic Area Coordination Centers (GACC's) as provided for by the United States Forest Service where they will be given preference in use after like Agency, and Agency Cooperator ground resources. Contractors under this contract will be statused in the National Incident Command system and utilized in accordance with the National Mobilization Guide and dispatch procedures set forth herein. The Contractor is responsible to provide the quantity and quality of trained personnel necessary to meet contract requirements as specified, and shall maintain the integrity of the necessary organization to include all services, supervision, equipment, supplies, facilities and transportation (as described in these specifications) for the effective deployment of their crews. In accordance with the Department of the Interior and Related Agencies Appropriation Act, 2001, Public Law 106-291, Contracting Officers from the U.S. Forest Service, the Bureau of Land Management, Bureau of Indian Affairs, Fish and Wildlife Service, and the National Park Service are hereby authorized to use this contract as well as Cooperators as defined in the Interagency Incident Business Management Handbook, NWCG Handbook 2 in accordance with the terms and conditions set forth herein. This is not a solicitation. This is a "pre-solicitation" announcement. The full specifications will be available when the solicitation announcement is posted here in FedBizOpps in 14 days from the date that this announcement posted. Our goal is to post the requirement (solicitation and documents) no later than, 25 March 2002. If you would like to receive a copy of the solicitation when it is available later this month, we ask that you download and print it from your personal computer. If that is impossible you may request a hard copy from this office. Requests shall be through the United States Mail at the above address. Attached is a preliminary schedule of our requirements. The exact requirement is subject to change. Data from Regions 2 (Colorado) Region 3 (the Southwest) and Region 8 (the South) is not posted because this information is to date not available. Print it for your information and planning, but do not send it back to us with an offer. When writing include name, address, and solicitation number. This is a partial small business competition.
