Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase one Optical Interferometer (phase measuring) System with 15 cm aperture for flatness measurement of cylindrical surfaces in the axial direction. The axial length of the cylinder is 15 cm. The diameters of the cylinders range from 50 cm down to 10cm, therefore, significant data drop-out beyond a few mm along the circumferential direction is expected for the small diameters. The surfaces to be measured include metal-coated (including gold and platinum) reflective surfaces as well as uncoated glass surfaces. The geometry of the surfaces can be convex (the outside of the cylinder) or concave (the inside of a partial cylinder opened for beam accessiblity).=20 Resolution and large tilt fringes are needed for maximal circumferential coverage. Computerized instrument control and data analysis software are required. Requirements: 1. Mount: Horizontal 2. Aperture: 15 cm or larger 3. Optics' focus range: 1 m 4. Optical zoom: > 4X 5.=20 Resolution: better than l/1000 (average 4 passes) 6. Slope capacity/ full frame tilt fringes: > 200 tilt fringes at 633 nm or equivalent 7.=20 Repeatability: 10-4 wave or better (full frame 4-pass rms or=09=20 equivalent), 8. Sensor resolution (500)2 pixels or more, 9.=20 Digitalization: 8 bit, 10. Viewing monitor: required, 11. High quality Transmission flat: l/20, 12. Transmission flat with sufficient attenuation range to measure both highly reflective and uncoated glass surfaces, 13. Transmission flat mount (on the main system frame): required, 14. T-tilt stand: 15 cm x 15 cm, low profile, 15. Remote (hand-held) instrument control, 16. Computer system with viewing, alignment and instrument control capabilities, 17. Computer hardware shall be at least: 1 GHz processor, 256 MB memory, 40 GB hard drive, 19" color monitor, secondary storage=20= =20 medium (ZIP, CD-R or disk), network connection (Ethernet card) 18. Measurement mode shall include real time averaging of multiple passes, 19. Software with data analysis, interactive display and data export functions: *Data display should include 3D plot, 3D image, 2D profiles *Data analysis should include 2D statistical analysis, 1-dimensional sectional analysis, data fitting, data filtering, PSF *Data can be exported to portable/ASCII formats -Installation and on-site training -Software support -Warranty The provisions and clauses in the RFQ are those in effect through FAC 97-19. The NAICS Code and the small business size standard for this procurement are 333314 and 500 employees, respectively. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to NASA Goddard Space Flight Center is required within three months ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by October 14, 2002 by 4:30pm E.S.T, and may be mailed or faxed to Cassandra Atkinson, Bldg. 26, Rm. 235, Greenbelt Road, Greenbelt, MD or faxed at 301-286-1773, and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Unless otherwise stated in the solicitation, for selection purposes, technical, price and past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b).
