- This Modificatin is issued to revise solicitation number N00244-02-T-1115 to a combined synopsis solicitation and to change the procurement from non-competitive to a total small business set-aside. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice, and using the Simplified Acquisition Procedures in accordance with FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N00244-02-T-1115 and the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and claused are those in effect through Federal Acquisition Circular 01-05, 2001-09 and DAC DCN 20020730. The associated NAICS cod e is 611430. This requirement is for a 3 year registration of the Naval Air Station, Lemoore's Quality Management System to the ISO 9001:2000 Standards. The requirement is for On-site Document Review, Preliminary Assessment, Registration Audit/Initial Assessment, Semiannual Surveillance Audits (continuous registration) for the life of the Registration. NASL MEO is a base operating support services organization that provides the following services: building repair and minor construction, utilities operations (gas, electric, and water treatment/distribution), ground electronics maintenance (radar and communication equipment utilized in support of an airfield/air traffic control operation), fuels operations (receive, store and distribute fuel for aircraft and vehicles), air terminal operation (servicing transient aircraft and personnel movement), distribution services (wareho use and personal property), recreation facility management, food service facilities, youth care, Family and Individual counseling,life/job skills training, bachelor quarters operation and management, hotel management, administrative services, safety, financial management, and information technology. The organization is comprised of 385 US Government employees. Approximately 310 of these employees work core hours between 0600-1800, with the other 75 working various shifts between 1800-0600. The employees all speak English. Registration shall be completed within 120 days of award.The provisions FAR 52.212-1, Instructions to Offerors- Commercial, applies to this acquisition. Offeror will include a completed copy of the provision FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Clauses FAR 52.212-4, Contract Terms and Conditions-Commerci al Items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, FAR 52.232-33, Payment by Electronic Funds Transfer, Central Contract Registration DFARS 252.204-7004, Required Central Contractor Registration apply to this solicitation. Offers are due on 24 September 2002 to the Fleet and Industrial Supply Center, 800 Seal Beach Blvd., Bldg. 239, Seal Beach, CA 90740, by 4:00 P.M. Pacific Standard Time.
