Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The following provisions and clauses apply to this acquisition: 1) 52.212-1, Instructions to Offerors-Commercial (OCT 2000); 2) 52.212-3, Offeror, Representations and Certifications-Commercial Items; 3) 52.212-4, Contract Terms and Conditions-Commercial Items (APR 1998), with an addendum; 4) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (AUG 2000); and (5) 13.5 Test Program For Certain Commercial Items. The Solicitation Number is 1435-04-02-RP-87223. The solicitation is issued as a Request For Proposal (RFP). The United States Department of Interior's GovWorks, on behalf of the United States Department of State, Office of International Information Programs (IIP), is soliciting proposals for a contractor to design and manage the U. S. Department of State's Farsi language websites. The Farsi language websites will be positioned on the Office of International Information Program 's(IIP) websites. The Contractor's duty location will be the U. S. Department of State's offices in Washington, D.C. The Contractor shall be available to work a full-time forty (40) hour week as directed by the IIP office. GovWorks is soliciting a Firm Fixed Price type contract with a base year and four (4) option years. The estimated cost for the base year shall not exceed $100,000. The NAICS code for this effort is 514191. The Washington File referred to in this solicitation and Department of State language sites may be viewed at usinfo.state.gov. SCOPE OF WORK FOR BASE YEAR: The contractor shall: (1) design and maintain permanent and special Farsi language websites ensuring that page designs follow IIP web guidelines and public law guidelines for access by persons with disabilities; (2) prepare analysis of existing commercial Farsi language software; determine which software for this website will offer the broadest access to Farsi speaking audiences; recommend adoption of new software for use bureau-wide; manage the design, installation, testing and integration of the selected software into production on the IIP website; maintain and modify the software as directed by the IIP office; (3) assist in translating and editing Farsi language materials that reflect and explain US foreign policy; (4) write articles and design original Farsi graphics that reflect and explain U.S. foreign policy; (5) select and prepare Washington File articles for the Farsi website by proofreading, writing headlines, writing introductory summaries and converting the material to HTML or appropriate formats for inclusion on the Farsi websites; 6) manage access to websites by (i) controlling the file size; (ii) minimizing loading times by simplicity of structure; (iii) assuring web pages may be viewed correctly across browser platforms by the greatest number of Farsi speaking viewers; (7) administer special electronic mailing lists; prepare and deliver e-mail messages to list subscribers; test new or revised web pages prior to submission to identify and correct coding and linkage errors and to validate access by persons with disabilities; (8) keep expertise current with changes in web page coding protocols, procedures, and a variety of web browsing software; implement required changes that enhance page design and content while adhering to IIP web guidelines and directions of the IIP office; communicate routinely with colleagues, agency and bureau management, and industry professionals to gather and share information on web technology and the Farsi language; (9) serve as liaison with the Office of Technology on technical issues, with private sector organizations regarding related websites, with overseas posts on web page design, content and maintenance; with web hosting providers in the event of problems. SCOPE OF WORK FOR OPTION YEARS: For each of the four options years, the Contractor shall (i) provide the tasks and services described for the base year; and (ii) incorporate feedback from the IIP Office to enhance the websites. HOW TO RESPOND: Offerors must submit a combined Capabilities Statement/Technical Proposal and a separate Firm Fixed Price proposal. The combined Capabilities Statement/Technical Proposal including work samples, web page design concept, certificates and transcripts must not exceed thirty-five (35)pages . The separate Cost Proposal must not exceed two (2) pages. CAPABILITIES STATEMENT: In order to compete for this contract, interested parties must demonstrate that they are qualified to perform the work by providing a Capabilities Statement detailing: (1) experience as Web Master and designer using HTML and Java programming languages; experience managing the technical aspects of web site and web page development and production; submit resume and samples of your work; list existing web sites; include references with project name or number, company, contact name and telephone number; references will be checked; (2) supply details on where and when your expertise in Farsi and its Iranian connotations were acquired; give details that verify your college level fluency in English; provide certificates or other evidence of recent IT training; (3) submit at least one but no more than three each Farsi and English language articles you've written or edited. TECHNICAL PROPOSAL: detail how you plan to approach the base year of the project and each of the tasks listed; include a time schedule indicating benchmarks; include a design concept for the website. Describe how you will approach and manage the website if each of the four option years are implemented. COST PROPOSAL: this will be a Firm Fixed Price type contract. The Cost Proposal must not exceed two (2) pages and must be a separate document from the Technical Proposal/Capabilities Statement. Separate the base year price from the optional four year tasks. Price each of the optional four years. Offerors must submit an original and four (4) copies, no later than 4:30 p.m. Eastern Daylight Time, October 16, 2002 to the name and address specified for receipt of proposals below. EVALUATION OF PROPOSALS: the following factors are considered more important than price, and will be considered roughly equal in importance: (1) knowledge of written and spoken Farsi equal to that of a university-educated native speaker with fluency in Farsi as used in Iran; college level fluency in English; (2) experience in HTML and Java programming language; (3) professional programming skills demonstrating web site and web page design and enhancement; (4) ability to function as Web Master for the technical aspects of web page sizing, placement of photos and graphics, interfacing with a variety of browser platforms, and similar Web Master tasks; (5) ability to use Farsi-enabled software. Between proposals that are evaluated as substantially equal in quality, the price to the Government will be a major factor in selection for an award. The Government may not conduct negotiations so submit your best offer. The Government reserves the right to request an Oral Presentation by the Offeror. CONTRACT AWARD: Contract award shall be made to the responsible Offeror whose offer, in conforming to this RFP, provides an overall best value to the Government.
