Description
NA The soliciation is for the operation and maintenance of two groundwater treatment systems at Pueblo Chemical Depot. The work to be performed includes operation of the ICAGRS and GETI, maintenance, to include backwash and regeneration, and repair of all rel ated equipment, wells, facilities , and grounds, waste management, monitoring of the groundwater recovery, tretment, and dischare subsystems, groundwater sample collection and wter level measurements, operational data collection, data assessment/review, do cument and report generation and adherence to all applicable PCD permit, conditions and regulatory requirements. This solicitation is restricted to small business concerns. Estimated release date for this proposal is 8 October 2002 and the estimated closin g date is 7 November 2002. A pre-proposal conference/site visit will be held at Pueblo Chemical Depot on 16 October 2002. This site visit will begin at 10:00AM at Building 6 and will include a presentation by the Government staff of issues relating to oper ation and maintenance of the two systems followed by a visit to the ICAGRS and GETI. Please advise the Contracting Officer not later then 11 October whether you plan to attend. Due to stringent security procedures at PCD you should allow approximately 45 m inultes to process throguth the entrance gate. The Government will provide transporation from Builidng 6 to the ICAGRS and GETI facilities. Due to space limitations no more then two representatives from each interested contractor may participate in the fi eld visit. However, there is no limit as to the number of representatives who attend the pre-proposal conference in Building 6 Contractors are required to submit a technical and cost proposal for the required services. Evaluation of propoals is based on de termining whether an firm has submitted a technically acceptable proposal. Any firm whose proposal is not considered technically acceptable will not be further considered for award. Contract award is isued to the firm whose price for all elements of work c onstitutes the lowest cost to the Government. The contract will be isued on a firm fixed price basis. The period of performance is a base year with an estimated start date of 9 December 2002. During the period 9 December-30 December, the incumbent contract or will be on site to assist in operations. A total of 4 option years are included. As part of contract performance, the contractor is required to furnish all required spare parts. However, for proposal evaluation purposes, the Government will specifiy an estimated amount to be expended on a yearly basis for repair parts. Thus the costs associated with procurement of spare and repair parts are not included within the evaluation of cost proposals. Firms are required to submit prices for all other line items . A paper copy of this soliciation will not be made available. However, a cd-rom will be made availabe including all technical data items addressed in Section J.
