Description
NA The Defense Contracting Command-Washington (DCC-W)intends to issue a Request for Proposal (RFP) on behalf of the U.S. Center of Military History (CMH). The requirement will be unrestricted based on full & open competition. The requirement is for profess ionally trained object conservators experienced in the conservation of three dimensional objects with an emphasis in the conservation of metallic/wood artifacts and/or small arms. The conservation services that are required include the following: conserva tion project management; artifact condition assessment, proposal for treatment including treatment cost estimate, and intervention treatment services (conservation, preservation, and restoration) as they pertain to the conservation of small arms. The smal l arms vary considerably in condition from small arms in stable condition, to those in fragile, deteriorated and unstable condition. In accordance with Army Regulation 870-20 (Army Museums, Historical Artifacts, and Art), 11 January 1999, all detailed cons ervation work on museum artwork shall be carried out by qualified professional conservators. The contractor shall provide personnel and professional conservation services as necessary, to perform three major requirements: Conservation Project Management, Artifact Condition Assessment, and Conservation Treatment Services, to augment and enhance the U.S. Army?s Museum Conservation Program Personnel are required to be professionally trained, experienced conservators possessing the skills, knowledge, experie nce, and training to satisfactorily perform the services required by this contract. A minimum of one full-time (Senior Object Conservation Manager) and one part-time (Object Conservator) personnel are necessary to provide the conservation project manageme nt and conservation treatment services. The following are general overviews of functional descriptions for the key personnel: Senior Object Conservation Manager: Professionally trained experienced objects conservator. Professional Associate or Fellow, American Institute for Conservation (AIC). Expert knowledge and experience in conservation of three-dimensional objects with a specialty in metallic/wooden artifacts and/or small arms, contracting, and project management. This individual should be perman ent staff, not a sub-contractor. Object Conservator: Professionally trained objects conservator, trained in conservation of three-dimensional objects with a specialty in metallic/wooden artifacts and/or small arms. Member of AIC. Expert knowledge and e xperience in conservation and conservation techniques as they pertain to the conservation of metallic/wooden artifacts and/or small arms. Provides small arms condition assessments and intervention (conservation, restoration, preservation) services as req uired. The place of performance is at the contractor?s site.
